- Components of the dossier:
+ Application form for revocation of vehicle registration certificate and license plate;
+ Documents of the vehicle owner as prescribed;
+ 02 copies of the engine number rubbing, chassis number rubbing (except for the case of full public service implementation).
+ Vehicle registration certificate;
+ License plate;
In the case of principal ownership transfer, the vehicle owner does not need to return the license plate unless the vehicle was previously registered with a 3-digit or 4-digit license plate, in which case, the 3-digit or 4-digit license plate must be returned;
In case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the application form for revocation of vehicle registration certificate and license plate;
+ Copy of the document transferring vehicle ownership as prescribed (except for the case of principal ownership transfer).
In case the vehicle has been registered but it is discovered that the vehicle dossier is fake or the vehicle is concluded by a competent authority to have its engine number, chassis number cut, welded, re-engraved, erased, or non-conformable license plate issued, the vehicle registration authority will issue a decision to revoke the vehicle registration certificate, license plate without requiring a revocation dossier.

According to the regulations in Part B, Section 6 of administrative procedures issued along with Decision 6640/QD-BCA in 2023, the latest procedures for revoking a vehicle registration certificate and license plate at the district-level police station are as follows:
Implementation of full online public service in cases such as:
- Vehicles damaged and unusable, destroyed due to objective reasons.- Vehicles exceeding the usage limit, not permitted to circulate as per the law.- Stolen or seized vehicles that cannot be found, or vehicles disposed of, the owner requests revocation of the registration certificate and license plate.
Step 1: The vehicle owner declares the application form for revocation of vehicle registration certificate and license plate on the public service portal and submits the vehicle registration certificate, license plate to the vehicle registration authority through postal service;
Step 2: After receiving and checking the valid dossier, the vehicle registration authority digitally signs the certification of revocation for the registration certificate and license plate and returns the administrative procedure result to the vehicle owner on the public service portal.
Implementation of partial online public service
Step 1: The vehicle owner declares the application form for revocation of vehicle registration certificate and license plate on the public service portal; provides the online vehicle registration dossier code and submits the revocation dossier as prescribed in Article 24 of Circular No. 24/2023/TT-BCA; receives an appointment letter to receive the vehicle registration result as prescribed;
Step 2: After receiving and checking the valid dossier, the vehicle registration authority issues a certification of revocation for the registration certificate and license plate as prescribed; 01 copy is returned to the vehicle owner; 01 copy is kept in the vehicle dossier.
Cases of revocation according to regulations:
- Duty-free imported vehicles or temporarily imported vehicles of organizations, foreign individuals re-exported, ownership transferred, or destroyed.- Vehicles registered in economic zones as prescribed by the Government of Vietnam when re-exported or transferred into Vietnam.- Vehicles undergoing registration procedures for ownership transfer or relocation.- Vehicles with engine, chassis removed to register for another vehicle.
The certification of revocation for the registration certificate and license plate must be attached with the engine number rubbing, chassis number rubbing, and stamped with the seal of the vehicle registration authority on the engine number, chassis number rubbing.
For cases stipulated in Clause 8, Article 23 of Circular No. 24/2023/TT-BCA, the vehicle registration authority issues a decision to revoke the registration certificate and license plate without requiring a revocation dossier.
- Method of implementation:
+ Submit the dossier directly or via postal service to the district-level police station (district, town, district-level town); working hours: From Monday to Saturday.
+ Submit the dossier online on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
