- Chief Inspectors of ministries and central authorities, provinces, cities under central authority; Heads of departments, bureaus, units of the Government Inspectorate of Vietnam are responsible for sending the emulation registrations before March 25 annually to the Standing Committee of the Emulation and Reward Council of the Inspectorate Sector (Organization Department - Government Inspectorate of Vietnam).
Step 2: Submit the proposal file for awarding the Certificate of Merit from the Government Inspector General of Vietnam.

3. Vietnamese individuals and collectives abroad, foreigners working in Vietnam or abroad who have contributed to the construction and development of the Inspectorate sector.
