3. Documents and Procedures for Vehicle Title Transfer

Organizations and individuals must present the documents specified in Article 10 of this Circular and submit the following documents:

a) Vehicle registration application form, clearly stating the purchase process and commitment, taking responsibility for the vehicle's lawful origin;

b) Ownership transfer documents from the vehicle owner and the final seller (if any);

c) Payment receipts for registration fees as stipulated in Clause 3, Article 11 of this Circular;

d) Certificate of registration and license plate revocation (with the vehicle's engine number and chassis number rubbings affixed and stamped across the rubbings by the vehicle registration agency).

In cases where the agency managing the vehicle records is also the agency processing the title transfer, the organizations and individuals currently using the vehicle shall submit the vehicle registration certificate and license plate instead of the certificate of registration and license plate revocation.

4. Responsibilities of the Vehicle Registration Agency

a) In cases where organizations or individuals using the vehicle have ownership transfer documents from the vehicle owner and the final seller: Within 2 working days from the date of receiving the complete and valid vehicle dossier, the vehicle registration agency shall issue a decision on the penalty for the act of not performing the revocation procedure and process the vehicle title transfer according to the provisions at Article 15 of this Circular;

b) In cases where organizations or individuals using the vehicle do not have ownership transfer documents from the vehicle owner and the final seller: The vehicle registration agency shall issue a receipt valid for 30 days of vehicle usage. Within 2 working days from the date of processing the vehicle title transfer application, the vehicle registration agency must notify the vehicle owner and the vehicle registration agency that registered the vehicle; publicly post the receipt of the title transfer application of the organization or individual at the vehicle registration agency; verify the stolen vehicle database and vehicle registration data. After 30 days, if there are no disputes or complaints, the vehicle registration agency shall issue a decision on the penalty for the act of not performing the revocation procedure and resolve the vehicle title transfer according to the provisions at Article 15 of this Circular.
