How to Implement the Latest Procedures for Reissuing Railway Train Driver Licenses in 2023?
Based on the regulations at Section 9 of the administrative procedures issued with Decision 994/QD-BGTVT in 2023, the latest procedures for reissuing train driver licenses in 2023 are as follows:
- The enterprise submits one (01) dossier to the license-issuing authority, specifically:
+ Vietnam Railway Authority for national railways, urban railways, and specialized railways (except for urban railways and specialized railways within the provinces and cities: Ho Chi Minh, Quang Ninh, Thai Nguyen).
+ People's Committees of the provinces and cities: Ho Chi Minh, Quang Ninh, Thai Nguyen for specialized railways, urban railways within their localities. Before January 1, 2025, if the People's Committees of these provinces and cities have not implemented this content, they are to guide vehicle owners to send one (01) dossier to the Vietnam Railway Authority.
- If the dossier does not comply with regulations, within one (01) working day from the date of receipt via the one-stop department or online public service portal; within two (02) working days if received through other methods, the license-issuing authority must notify and guide the enterprise to complete the dossier according to regulations.
- If the dossier is complete and complies with regulations, within three (03) working days from the date of receipt, the license-issuing authority will reissue the train driver license for those who meet the requirements. For those who do not meet the requirements, the license-issuing authority will issue a written notification stating the reasons to the enterprise.

What Does the Dossier for Reissuing a Train Driver License Include?

(1) The original or electronic document requesting the reissue of the train driver license from the enterprise, according to the form;
(2) Individual dossier:
- The original or electronic application form for reissuing the train driver license according to the form;- The original, electronic, certificated copy, or certified electronic copy of the health certification according to the regulations of the Minister of Health;- Three (03) 3x4cm color photos or electronic photos taken within six (06) months from the date of dossier submission.
The quantity of the dossier to reissue the train driver license: one (01) set.
Which Authority Has the Jurisdiction to Handle the Reissuance of a Train Driver License?
