According to Section 1 of the Administrative Procedures issued together with Decision 6640/QD-BCA of 2023, the procedures for first-time registration and issuance of license plate at the Traffic Police Department in Vietnam are as follows:

Step 1: Organizations and individuals (vehicle owners) register their vehicle according to regulations in Article 9 of Circular 24/2023/TT-BCA: Log in to the public service portal and are responsible for fully declaring all required information in the vehicle registration application form, signing digitally or printing the application form, signing, stating full name, and stamping (if an organization).

After successful declaration, the vehicle owner will receive an online vehicle registration application code and an appointment for dossier processing notified via text message or email to proceed with the registration procedures; provide the online vehicle registration application code to the vehicle registration authority to carry out registration procedures as per regulations; if unable to perform on the public service portal, the owner must complete the vehicle registration form directly at the vehicle registration authority.

Step 2: The vehicle owner brings the vehicle to the Traffic Police Department for inspection; provides the online vehicle registration application code and submits vehicle documentation as prescribed in Article 8 of Circular 24/2023/TT-BCA.

Step 3: Vehicle registration officers will check the owner’s documents; the vehicle's documents, cross-checking with the owner’s data on the vehicle registration and management system, and inspect the actual vehicle according to regulations.

Step 4: After verifying that the vehicle dossier and actual vehicle are compliant, a license plate will be issued as follows:

- Issuing a new license plate if the owner has not yet been issued a numbered plate or has a numbered plate but is registering for another vehicle;

- Re-issuing according to the existing plate number if that license plate has been recalled.

For non-compliant vehicles or dossiers, the dossier must be supplemented and completed according to the instructions from the vehicle registration officer on the Dossier Guide Sheet.

Step 5: The vehicle registration officer issues an appointment for the result of the registration and determines the vehicle registration fee.

Step 6: The vehicle owner pays the registration fee on the Ministry of Public Security's public service portal and receives the license plate (for cases to be issued a license plate as per point a, clause 2, Article 12 of Circular 24/2023/TT-BCA); or if the owner opts to receive the registration result via postal services, they must register with the postal service unit.

Step 7: The vehicle owner receives the vehicle registration certificate, license plate (for cases issued a license plate as per point b, clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration authority or from the postal service unit.

- Mode of Implementation:

+ Directly at the Traffic Police Department headquarters. Time: Monday to Friday (as regulated by the Prime Minister).

+ Submit the vehicle registration application form on the National Public Service Portal or the Ministry of Public Security's Public Service Portal.

+ Results can be received via postal services or at the vehicle registration authority as per the vehicle owner's preference.
