Based on Clause 3, Article 36 of the Charter of Primary Schools issued together with Circular 28/2020/TT-BGDDT, the regulations are as follows:

The school where the student is transferring from will guide the completion and verify the legitimacy of the application. The school receiving the transfer will accept and manage the application. The application includes:

a) Transfer request form from the parents or the guardian of the student (according to the form in Appendix I attached to this Circular).

b) Transcript.

c) Information on learning materials (at the current school), and progress of the program implementation (according to the form in Appendix III attached to this Circular), along with a summary of evaluation results for the student’s training and learning according to the regulations.

d) Individual education plan for disabled students (if applicable).

2. Sequence, procedures for school transfer

a) Parents or guardians of the student submit a transfer request form to the school they wish to transfer to, either directly, by post, or online through the Public Service Portal (if available).

b) The principal of the receiving school must respond within no more than 03 working days from the day of receipt, indicating agreement or reasons for disapproval on the form itself, and return the form to the parents or guardians using the method through which it was received.

c) Upon agreement from the receiving school, parents or guardians submit the transfer request form to the current school. The principal of the current school must hand over the application to the student within no more than 03 working days from the day of receipt, following the regulations in Clause 1 of this Article.

d) Parents or guardians submit the complete application as specified in Clause 1 of this Article to the receiving school.

dd) The principal of the receiving school must organize discussions, surveys, consultations, and place the student in an appropriate class within no more than 03 working days from the date of receipt of the complete application.

3. Procedures for transferring primary students from abroad back to the country.

a) Parents or guardians of the student submit a request form (according to the form in Appendix II attached to this Circular) to the receiving school either directly, by post, or online through the Public Service Portal (if available).

b) The principal of the receiving school must respond within no more than 03 working days from the day of receipt, indicating agreement or reasons for disapproval on the form itself, and return the form to the parents or guardians using the method through which it was received.

c) If the principal agrees, they must organize a survey of the student’s level, assign them to an appropriate class, and handle the student’s application as per regulations within no more than 07 working days from the receipt of the request.

As per the above regulations, the procedure for transferring primary students from abroad back to the country is as follows:
