Documents Required for Reissuance of Certificate of Professional Competence for Vietnamese Seafarers
Based on the regulations specified in Section 5 of the Administrative Procedures issued together with Decision 996/QD-BGTVT in 2023, the documents required for reissuance of the Certificate of Professional Competence for Vietnamese seafarers include:
- An application form or a request document from the seafarer management organization according to the template;- Legal documents proving the changes for cases of information modification;- 02 colored photos for direct submission or via mail, or 01 photo file for electronic submission, size 3cm x 4cm, white background, taken within the last 06 months;- Original, certified copy, or digitally authenticated copy from the original health certificate as prescribed by the Ministry of Health (in case of reissuing CPC);- Certified copy, or copy with original for verification, or digitally authenticated copy from the original: Seafarer book or Decision on recognition of results of the officer, captain, chief engineer exams (in case of reissuing expired or nearly expired CPC); Passport for seafarers working on foreign-flagged ships;- For seafarers working on international routes who cannot submit the original, certified copy, or digitally authenticated copy of the health certificate as prescribed by the Ministry of Health (in case of reissuing CPC); Certified copy, or copy with the original for verification, or digitally authenticated copy from the original: Seafarer book or Decision on recognition of results of the officer, captain, chief engineer exams (in case of reissuing expired or nearly expired CPC); Passport for seafarers working on foreign-flagged ships, the seafarer management organization must have a request document according to the template attached with a stamped or digitally signed copy of the seafarer management organization: Seafarer book; Health certificate and is responsible for the provided information.

Procedure for Reissuance of Certificate of Professional Competence for Vietnamese Seafarers
Based on the regulations specified in Section 5 of the Administrative Procedures issued together with Decision 996/QD-BGTVT in 2023, the procedure for reissuance of the Certificate of Professional Competence for Vietnamese seafarers is as follows:
- The seafarer management organization or individual submits 01 set of documents directly or via postal service or online public service system to the Vietnam Maritime Administration or Maritime Sub-Administration or Maritime Port Authority authorized by the Vietnam Maritime Administration.- The Vietnam Maritime Administration or Maritime Sub-Administration or Maritime Port Authority authorized by the Vietnam Maritime Administration receives the documents, checks the components and quantity, records it, and sets a date for returning the results as prescribed.- In case of direct submission, if the documents are incomplete, they will be returned, and instructions for completing the documents will be provided immediately.- In the case of submission via postal service or online public service system, if the documents are incomplete, the Vietnam Maritime Administration or Maritime Sub-Administration or Maritime Port Authority authorized by the Vietnam Maritime Administration will notify in writing within 02 working days from the receipt of the documents.- Within 02 working days from receiving the complete and valid documents, the Vietnam Maritime Administration or Maritime Sub-Administration or Maritime Port Authority authorized by the Vietnam Maritime Administration will issue the Certificate according to the template in Appendix I of Circular 20/2023/TT-BGTVT, and in case of non-issuance, a written explanation stating the reasons will be provided.
