According to the regulations in Section C, Item 3 of the administrative procedures issued with Decision 6640/QD-BCA 2023, the dossier components for renewing vehicle registration certificates and license plates at the Commune-level Police who are authorized to issue vehicle registrations include:

- Dossier components:

+ Vehicle registration application form (according to the template).

+ Documents of the vehicle owner.

+ Vehicle registration certificate (in case of renewing the vehicle registration certificate) or License plate (in case of renewing the license plate) or both Vehicle registration certificate and license plate.

+ Other documents

++ In case of vehicle modification replacing the engine assembly or chassis assembly, an additional certificate of origin, pre-tax fee document, and ownership transfer document of the engine assembly or chassis assembly as per Article 11 of Circular 24/2023/TT-BCA are required.

++ If the vehicle modification involves replacing the engine assembly or chassis assembly with different brands, an additional certificate of technical and environmental safety must be provided.

++ For modifications to replace the engine or chassis assembly of a registered vehicle, a certificate of registration cancellation and plate retrieval of the registered vehicle must be provided.

What are the latest procedures for renewing vehicle registration certificates and license plates at the Commune-level Police who are authorized to issue vehicle registrations?

According to the regulations in Section C, Item 3 of the administrative procedures issued with Decision 6640/QD-BCA 2023, the latest procedures for renewing vehicle registration certificates and license plates at the Commune-level Police who are authorized to issue vehicle registrations are as follows:

- Cases for renewing vehicle registration certificates, renewing license plates: Modified vehicles; vehicles with a color change; extension of the vehicle registration certificate; changes in the vehicle owner's information (name of the owner, personal identification number, address); damaged, blurred, or torn vehicle registration certificate; damaged, blurred, or broken license plates; or the vehicle owner wishes to renew the old vehicle registration certificate, old license plates to the new ones as per the regulations.

- Steps to implement:

Step 1: The vehicle owner logs into the public service portal and is responsible for providing all required information in the vehicle registration application form, signing digitally or printing the form, signing and clarifying their full name, and sealing (if the applicant is an agency or organization).

After successful registration, the vehicle owner receives an online vehicle registration dossier code, an appointment for dossier processing notified by the public service portal via SMS or email to complete vehicle registration procedures; provides the registration dossier code to the vehicle registration authority to complete the vehicle registration procedures following regulations; if unable to submit through the public service portal, the vehicle owner directly submits the vehicle registration application form to the vehicle registration authority.

Step 2: The vehicle owner submits the dossier for renewal or reissuance as stipulated in Article 17 of Circular 24/2023/TT-BCA and pays the renewal fee on the public service portal; if the vehicle owner cannot pay the registration fee through the public service portal, they shall pay the registration fee at the vehicle registration authority; the vehicle owner is not required to bring the vehicle for inspection (except for modified vehicles or color changes).

Step 3: After verifying that the dossier is valid, the vehicle registration authority shall issue an appointment letter to the vehicle owner and process the renewal of the vehicle registration certificate, license plate following the regulations.

Step 4: The vehicle owner collects the vehicle registration result at the vehicle registration authority or from the public postal service.

In case of renewing the vehicle registration certificate or license plate, the license plate number remains unchanged; for vehicles registered with 3 or 4-number plates, the new license plate number shall follow the new regulations (old vehicle registration certificate and 3 or 4-number plates shall be collected).

- Method of implementation:

+ At the Commune, Ward, or Commune-level town Police where the vehicle is registered and managed; Time: From Monday to Saturday.

+ Submit the Vehicle Registration Application Form on the National Public Service Portal or the Ministry of Public Security Public Service Portal.

How long does it take to process the renewal of the vehicle registration certificate and license plate at the Commune-level Police authorized to issue vehicle registrations?

According to the regulations in Section C, Item 3 of the administrative procedures issued with Decision 6640/QD-BCA 2023, the time limit for processing the renewal of the vehicle registration certificate and license plate at the Commune-level Police authorized to issue vehicle registrations is specified as follows:

- Renewing the vehicle registration certificate: No more than 2 working days from the date of receiving a complete and valid dossier.

- Renewing the license plate: No more than 07 working days from the date of receiving a complete and valid dossier.

- The timeframe for issuing vehicle registration results is calculated from the day a complete and valid dossier is received and the vehicle registration and management system has received confirmation of the registration fee payment completion from the public service portal.
