- Official Dispatch from the direct management agency nominating for application (for cases where an agency is involved);- Commitment to fulfill the responsibility of the nominated applicant as required by the direct management agency (for cases with a direct management agency);- Curriculum vitae with photo and certified by the direct management agency (for cases with a direct management agency) or certified by the local authorities where the applicant resides (for cases without a direct management agency);- Certified copy of certificates, diplomas, and foreign language qualifications as required by the scholarship program;- Health certification from a provincial or central healthcare facility confirming eligibility for overseas study;- Other documents (if any) as required by the scholarship program and the nominating agency.
State scholarship students need to prepare a complete dossier with all the documents specified above.
Among these, the diplomas, certificates, and foreign language qualifications required by the scholarship program are mandatory components. Students must prepare a certified copy of these qualifications.

What are the rights and responsibilities of state budget scholarship students?
According to Clause 1, Article 6 of Decree 86/2021/ND-CP, the rights of state budget scholarship students are stipulated as follows:
- To return to the country for internships, gather materials to support their studies; enjoy holidays during the study period according to foreign educational institution regulations; to return home, visit relatives in other countries (third countries) if agreed upon by the competent authority of the host country;- To receive consular protection and legitimate rights protection from Vietnamese representative agencies abroad during the study period abroad according to regulations;- To enjoy partial or full training costs, travel expenses, living allowances, and other related study expenses abroad from the state budget for students specified in points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP or sponsored by the foreign party for students specified in point c, Clause 1, Article 3 of Decree 86/2021/ND-CP.
According to Clause 2, Article 6 of Decree 86/2021/ND-CP, the responsibilities of state budget scholarship students are stipulated as follows:
- Strictly comply with the laws of Vietnam, the laws, and customs of the host country; in violation, depending on the nature and extent, it will be handled according to the relevant laws;- Strictly comply with the regulations of the foreign educational institution and the commitments and regulations of the direct management agency (for cases with a direct management agency) and the nominating agency; maintain and develop friendly relations with organizations, individuals, and the local community of the host country;- Register as a Vietnamese citizen abroad as prescribed and update information on the database system;- Not arbitrarily drop out; comply with the study duration, training level, field of study, study destination, and educational institution as stated in the decision to send for study by the competent authority;- Notify the nominating agency 10 working days before returning to the country for internships, gathering materials, or holidays according to the foreign educational institution's regulations for students specified in points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP;- Submit progress reports and certified copies of study results from the foreign educational institution via mail or directly or online to the nominating agency after each semester or academic year;- Reimburse training costs if failing to complete the study obligation or comply with the post-graduation work assignment by the state agency for students specified in points a and b, Clause 1, Article 3 of Decree 86/2021/ND-CP;- Comply with the current regulations on officials and public employees and the regulations of the Communist Party (for officials, public employees, and Party members);- Protect state secret documents and information as prescribed by the Law on Protection of State Secrets, and information on internal political protection;- Not use study or any other means to conduct propaganda against the State of Vietnam, affecting diplomatic relations between Vietnam and partner countries.
What are the responsibilities of implementing the recruitment and sending of Vietnamese citizens to study abroad?
In Clause 4, Article 5 of Decree 86/2021/ND-CP stipulates the responsibilities of implementing the recruitment and sending of Vietnamese citizens to study abroad as follows:
- The Ministry of Education and Training carries out the recruitment and sending of Vietnamese citizens to study abroad at all educational levels, training levels in general education, higher education, pedagogical colleges, and foreign language training funded by the state budget as specified in point a, Clause 1, Article 3 of Decree 86/2021/ND-CP;- The Ministry of Labor, Invalids, and Social Affairs carries out the recruitment and sending of Vietnamese citizens to study abroad at various training levels in vocational education (excluding pedagogical colleges) funded by the state budget as specified in point a, Clause 1, Article 3 of this Decree;- Ministries and central authorities, People's Committees of provinces, and centrally-run cities, state agencies, state-owned enterprises, public service providers carry out the recruitment and sending of Vietnamese citizens to study abroad funded by the state budget as specified in point b, Clause 1, Article 3 of this Decree;- The Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs authorize or delegate tasks to their affiliated agencies, units, higher education institutions, and vocational education institutions to carry out the recruitment and sending of Vietnamese citizens to study abroad funded by the state budget as specified in points a and b, Clause 1, Article 3 of this Decree. Ministries, ministerial-level agencies, People’s Committees of provinces, and centrally-run cities may authorize or delegate tasks to affiliated agencies and units to carry out the recruitment and sending of Vietnamese citizens to study abroad funded by the state budget as specified in point b, Clause 1, Article 3 of Decree 86/2021/ND-CP;- The responsibility for recruiting and sending Vietnamese citizens to study abroad funded by the sources specified in point c, Clause 1, Article 3 of this Decree shall be carried out according to the regulations on cooperation between the state agencies of Vietnam and the foreign scholarship providers.
