According to the provisions of Article 32 of Decree 115/2020/ND-CP:
An employee may register for a promotion exam of professional titles when he/she fully meets the following criteria and conditions:
+ Being ranked at the level of completing tasks well or higher in the working year preceding the year of taking the exam or considering promotion to professional titles; have good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees as amended and supplemented in Clause 8, Article 2 of the Law on Amendments and Supplements a number of articles of the Law on Cadres and Public Officials and the Law on Public Officials;
+ Having the capacity, professional qualifications and expertise to take on a professional title of a higher rank adjacent to the one currently held in the same occupational field;
+ Satisfying the requirements for diplomas, certificates and other requirements of the professional title standards for competition or promotion;
In case the public employee is exempted from the foreign language and computer science exam as prescribed in Clauses 6 and 7, Article 39 of this Decree, he/she must satisfy the requirements on foreign language and informatics standards of the professional title to take the exam or consider for pay grade promotion;
+ Satisfying the minimum working time requirements for holding the adjacent lower-class professional title as required by the professional title standards for exam or promotion.
In case the public employee, before being recruited or accepted, has worked for a period of time with compulsory social insurance payment in accordance with the provisions of the Law on Social Insurance, works in a position that requires professional qualifications. appropriate professional skills (if there is an intermittent working period without receiving a lump-sum social insurance allowance, it will be accumulated) and that time is counted as a job by a competent agency or unit with the basis of salary ranking in the current professional title are calculated as equivalent to the current professional title rank.
In case of equivalent duration, at least 01 year (full 12 months) must hold a lower-ranking professional title adjacent to that of the contested professional title or by the end of the application deadline for exam or consideration for promotion.
- Ministries managing professional titles of specialized public employees shall specify criteria and conditions for examination or consideration for promotion to professional titles for public employees in their assigned management sectors or fields, after reaching an agreement with the Ministry of Home Affairs of Vietnam.

According to the provisions of Article 36 of Decree 115/2020/ND-CP on application for promotion exam of professional titles as follows:
Dossier of application for promotion exam of professional titles includes:
- A curriculum vitae of public employees according to current regulations shall be made no later than 30 days before the deadline for submitting the application for examination or consideration for promotion to professional titles, certified by the agency or unit employing the position;
- A written comment and assessment of the head of the public administrative unit employing public employees or the head of the competent agency managing the public non-business unit on the criteria and conditions for exam registration or consider promoting professional titles of public employees according to regulations;
- Copies of diplomas and certificates at the request of the professional title to be contested or considered for promotion;
In case the public employee has a professional diploma with a standard output in foreign languages and informatics according to regulations, which corresponds to the requirements of the professional title to be contested or considered for promotion, it may be used instead of the foreign language certificate, computer science certificate;
In case public employees are exempted from foreign language and computer science exams as prescribed in Clauses 6 and 7, Article 39 of this Decree, they shall be exempted from foreign language certificates or computer science certificates;
- Other requirements as prescribed by professional title standards for competition or promotion consideration.

According to the provisions of Article 37 of Decree 115/2020/ND-CP, when organizing exams or considering for promotion of professional titles, competent agencies and units that organize exams or consider for promotion of professional titles must build and develop a scheme to organize exams or consider promotion. The content of the Project includes:
+ Number and structure of public employees according to existing professional titles of public non-business units; number of public employees corresponding to professional titles participating in the competition or considering for promotion is lacking according to the requirements of the job position and proposed criteria for promotion to professional titles (under Form No. 05 issued together with this Decree) ;
+ List of public employees who fully meet the criteria and conditions to be nominated for examination or considered for promotion to professional titles (according to Form No. 06 issued together with this Decree);
+ Expected members to participate in the Examination Council or consider for promotion of professional titles;
+ Standards, conditions, contents and forms of examination or consideration for promotion of professional titles;
+ Estimated time, place and other contents to hold exams or consider promotion to professional titles.
- Agencies or units competent to organize examinations or consider for promotion of professional titles of public employees shall establish councils for examination or consideration for promotion of professional titles, and organize examinations or consideration for promotion of professional titles according to regulations.
- The Ministry of Home Affairs of Vietnam promulgates the Rules and Regulations on organization of examinations or consideration for promotion of professional titles of public employees; assumes the prime responsibility for building a question-and-answer bank of general knowledge subjects in the professional title promotion exam to provide competent agencies and units to organize the professional title promotion exam, perform.
