What Documents Are Required for Customs Broker Qualification Examination?

Based on Clauses 1, 2, 3, and 4 of Article 3 of Circular 12/2015/TT-BTC (as amended by Clause 1 of Article 1 of Circular 22/2019/TT-BTC), the specific guidelines are as follows:

- A first-time examinee must prepare a dossier including:

+ An application form for the examination as per Form No. 01 issued with this Circular;

+ Two (02) 3x4cm colored photos taken within six (6) months from the time of application, with the full name and year of birth noted on the back (01 photo attached to the application form, 01 photo for the Certificate when issued).

+ An academic transcript if the degree does not specify a major that qualifies for exemption according to the provisions of sub-point a.1 point a and sub-point b.1 point b Clause 7 of this Article: 01 certified copy or 01 copy and the original for comparison;

+ A confirmation letter from the university or college where the examinee worked before ceasing to be a lecturer, in case the examinee falls under the exemption criteria stipulated in sub-point a.2 point a and sub-point b.2 point b Clause 7 of this Article: 01 original document.

- The examinee must register for the exam on the General Department of Customs' electronic portal for the General Department of Customs to organize the examination.

- Information regarding the submission timeline and location for the application, the examination schedule and venue, and other relevant information will be officially announced by the General Department of Customs on the General Department of Customs' electronic portal, Provincial/City Customs Departments; the electronic Customs newspaper;

Posted at the headquarters of Provincial/City Customs Departments and sent via email to the registered examinees through the General Department of Customs' electronic portal no later than 60 days before the exam day.

- During the notified period, the examinee must submit the registration application at the Provincial/City Customs Department chosen for convenience and must pay the fee as per the current regulations at the place of application submission.

- Exemption from the examination on International Trade Operations for the following cases:

+ Graduates in international trade, international commerce, foreign trade economics, international economics, or logistics and supply chain management from universities or colleges who apply for the customs broker qualification examination within three years from the date of graduation;

+ Former lecturers specialized in international trade, international commerce, foreign trade economics, international economics, or logistics and supply chain management at universities or colleges with continuous service of five years or more, who apply for the examination within three years from the date of job transfer, retirement, or resignation (excluding cases of disciplinary dismissal).

- Basis for examination exemption:

+ The specialization indicated on the graduation certificate or the significant subjects noted on the academic transcript matching the relevant specializations stipulated in sub-point a.1 point a and sub-point b.1 point b Clause 7 of this Article.
