+ Application form for consideration for the award of the "Artist of Merit" title according to Form No. 1b in Appendix I attached to Decree 61/2024/ND-CP;

+ A confirmation from the Head of the unit regarding the individual's participation in artistic works that have won Gold or Silver awards at professional competitions, festivals, performances used for conversion when calculating achievements for the participating individual as specified in Clause 4, Article 7 or Clause 4, Article 8 of Decree 61/2024/ND-CP (if any);
+ A copy from the original register or a certified copy or a copy and the original for comparison (in case of direct submission); a copy from the original register or a certified copy (in case of postal or electronic submission) of the decisions on commendation titles and forms of recognition (if any).

What are the rights and obligations of individuals awarded the "Artist of Merit" title in Vietnam?
Based on Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the "Artist of Merit" title include:
- Individuals receive a Badge, Certificate from the President, monetary rewards, and other benefits as prescribed by law.
- Individuals are obliged to preserve the awarded items; continue to creatively work in culture and art, creating valuable movies, programs, performances, acts, and cultural and artistic works to serve the people.
What standards must be met to be awarded the "Artist of Merit" title in Vietnam?
Based on Article 8 of Decree 61/2024/ND-CP, the title of "Meritorious Artist" is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:
(1) Loyal to the Fatherland; strictly comply with the guidelines of the Communist Party, policies, and laws of the State; and the rules, regulations of the agency, organization, and local area.
(2) Possess good moral character, exemplify in life, be dedicated to their profession; have outstanding artistic talent in the honored cultural and artistic form, sector, or profession; have professional reputation; be devoted to serving the people, and be recognized and admired by colleagues and the public.
(3) Have continuously or cumulatively worked in the professional cultural and artistic field for 15 years or more, or 10 years or more for circus and dance arts.
(4) Meets at least one of the following criteria:
- Have at least 02 national Gold awards, including 01 individual national Gold award.
National Gold awards for individuals or for films, programs, performances, and acts are converted to calculate achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, performances, and acts are considered by the specialized agency on cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, and a written conversion is made as the basis for calculating achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Have at least 01 national Gold award and 02 national Silver awards, including 01 individual national Gold award.
National Gold awards for individuals or for films, programs, performances, and acts are converted to calculate achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, performances, and acts are considered by the specialized agency on cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, and a written conversion is made as the basis for calculating achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
The conversion rate of national Silver awards for individuals or for films, programs, performances, or acts is calculated similarly to the conversion rate of national Gold awards.
- In cases where there is no individual national Gold award, there must be at least 03 national Gold awards converted for the individual as specified in Appendix II attached to Decree 61/2024/ND-CP.
National Gold awards for individuals or for films, programs, performances, and acts are converted to calculate achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, performances, and acts are considered by the specialized agency on cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, and a written conversion is made as the basis for calculating achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Have at least 02 national Gold awards for music or photography works.
National Gold awards for music or photography works are converted according to the ratio specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for music or photography works are considered by the specialized agency on culture and arts of the Ministry of Culture, Sports, and Tourism, and a written conversion is made as the basis for calculating achievements for individuals as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Have outstanding contributions, exceptional artistic talent, not meeting criteria specified in point a or point b or point c, Clause 4, Article 8 of Decree 61/2024/ND-CP but discussed and unanimously proposed by the councils to the Prime Minister for consideration and decision for one of the following specific cases:
Individuals are the elderly as specified in Article 2 of the Law on Elderly 2009; have an additional 10 years of professional artistic activity beyond the provision in Clause 3, Article 8 of Decree 61/2024/ND-CP; have many outstanding contributions in the honored artistic form, sector, or profession, especially during the years of national liberation resistance;
Individuals have an additional 10 years of professional artistic activity beyond the provision in Clause 3, Article 8 of Decree 61/2024/ND-CP; have many outstanding contributions in the honored artistic form, sector, or profession; currently actively participate in professional art performances, serving political tasks at the provincial, city, ministry, and national levels;
Individuals have an additional 10 years of professional artistic activity beyond the provision in Clause 3, Article 8 of Decree 61/2024/ND-CP; have many outstanding contributions in the honored artistic form, sector, or profession; currently actively participate in professional art performances in the form of symphonic music, chamber music, ballet, opera;
Individuals are teachers, lecturers at professional cultural and artistic training schools; have directly trained 03 students, of whom at least 02 students have won Gold and 01 student has won Silver at national or international art contests (International awards of students are considered and certified in writing by the specialized agency of the Ministry of Culture, Sports, and Tourism as the basis for calculating achievements for teachers, lecturers), currently actively participate in professional art performances, and have many exemplary contributions in the honored artistic form, sector, or profession, or have an additional 10 years of professional artistic activity beyond the provision in Clause 3, Article 8 of Decree 61/2024/ND-CP, have many exemplary contributions in the honored artistic form, sector, or profession, currently actively participate in professional art performances, serving political tasks at the provincial, city, ministry, and national levels.
