The application for confirmation of civil status information online on the Public Service Portal in Vietnam is made according to the provisions of subsection 1, Section C, Part II of the Appendix to Administrative Procedures issued together with Decision No. 528/QD-BTP in 2023, specifically:

- An interactive electronic form requesting the issuance of a document certifying civil status information;

- The person requesting civil status information to upload the following documents:

+ Papers and documents related to the content of the request for confirmation of civil status information;

+ Power of attorney (certified) if authorized to apply for confirmation of civil status information.

In case the authorized person is a grandfather, grandmother, father, mother, child, wife, husband, brother, siblings of the authorizing person, the power of attorney is not required to be authenticated.

+ Passport or ID card or citizen identity card or other papers with photos and personal information are still valid.

In case the personal information in these documents is already in the National Population Database, the Electronic Civil Status Database and is automatically filled in by the system, it is not required to upload.

+ Valuable papers to prove information about residence in case the agency managing the electronic civil status database is unable to extract information about the citizen's place of residence.

In case the information on documents proving the place of residence has been extracted from the National Database on Population, the requester does not have to upload it.

What are the procedures for confirmation of civil status information online on the National Public Service Portal in Vietnam in 2023?

The procedures for confirmation of civil status information online on the National Public Service Portal in Vietnam are currently specified in subsection 1, Section C, Part II Appendix to Administrative Procedures issued together with Decision No. 528/QD-BTP in 2023 is as follows:

- Persons who request the issuance of civil status information confirmation access the National Public Service Portal or the Provincial Public Service Portal, register an account (if they do not have an account), authenticate users according to the instructions, log in enter the system, properly identify the competent electronic civil status database management agency;

- Persons who request for issuance of online civil status information confirmation shall provide information in an interactive electronic form (provided on the Public Service Portal), attaching a photocopies or electronic copies of papers and documents related to the content of the request for confirmation of civil status information;

- Pay the fee through the online payment function or by other methods as prescribed by law, complete the application.

- The dossier-receiving officer at the single-section window is responsible for checking the accuracy, completeness, consistency and validity of the dossier.

+ If the application is complete and valid, receive the application, immediately send the appointment slip, return the results by email or send an appointment message via mobile phone to the requester, and at the same time transfer to the application for civil status officers to process.

+ In case the dossier is incomplete or invalid, a notice shall be sent to the person requesting the supplement or completion of the dossier.

+ In case the person who requests for confirmation of civil status information fails to supplement or complete the dossier, he/she shall report it to the head of the single-window section with a notice of refusal to handle the request for civil status information confirmation.

- Civil status officers verify records

+ In case the dossier needs to be supplemented or completed or is not eligible for settlement and must be rejected, a notice of the status of the application shall be sent to the single-window section to notify the applicant;

+ In case the result cannot be returned on time, the civil status officer shall send an apology slip and reschedule the result return date via email or send a text message via mobile phone to the requester.

Where verification is required, civil status officers shall report to the Head in writing to request the police and other relevant agencies for verification. In case the verification results have no information or the information is inconsistent with the papers provided by the requester, the written confirmation of civil status information shall be refused.

For an individual's request, if it is found that the civil status information of the individual has not changed, the Head shall not issue a written confirmation of civil status information but guide the requester to carry out the procedures for issuance of a copy of the birth certificate or a copy of the relevant civil status extract, unless a competent agency or organization requests a written confirmation to settle a case involving an individual.

+ If the application is found to be complete, valid, and in accordance with regulations, the information in the electronic civil status database and the information requested for confirmation is correct, civil status officers shall return the form of confirmation of electronic civil status information with complete information to the requester via email or digital device.

The requester is responsible for checking the accuracy and completeness of the information on the form of confirmation of electronic civil status information and confirmation (maximum one day).

If the person who requests for confirmation of information is agreed, complete, or has no response after the time limit for requesting, the civil status officer shall print the written confirmation of civil status information and submit it to the Head of the civil status management agency. The electronic civil status database shall sign the document certifying civil status information and transfer the results to the One-Stop Department to the requester.

What should be kept in mind when making an application for confirmation of civil status information online?

According to subsection 1 Section C Part II Appendix to Administrative Procedures issued together with Decision No. 528/QD-BTP in 2023. When making an application for confirmation of civil status information online, it is necessary to note the following issues:

+ Photocopies of documents enclosed with the online civil status information confirmation application must be clear, complete, and complete in terms of content, taken with a camera or phone, or taken or scanned with electronic device, from valid and valid issued papers.

+ In case of receiving the results at the civil status registration agency, the person requesting the issuance of civil status information confirmation shall present his/her personal papers; submit photocopies of papers and documents related to the content of the request for confirmation of civil status information in accordance with the civil status law.

In case the papers and documents that must be enclosed in the dossier already have an electronic copy or an electronic copy of the civil status paper, the requester may use this electronic copy.

Papers issued, notarized or certified by a competent authority of a foreign country for use in civil status registration in Vietnam must be consularly legalized, except for cases exempted under international treaties to which Vietnam is a signatory.
