What does the application for issuing a vocational education and training accreditor card in Vietnam include?
Pursuant to Clause 2 Article 18 of Decree 49/2018/ND-CP (amended and supplemented in Clause 5 Article 1 of Decree 4/2023/ND-CP), the application for issuing a vocational education and training accreditor card in Vietnam includes the following documents:
- An application form (Form No. 05 specified in Appendix I attached to Decree 49/2018/ND-CP);
- 04 2 cm x 3 cm color photos taken in a white background within the last 06 months from the date of submission, with eyes looking directly at the camera, bare head, without bearing color glasses, wearing a casual costume;
- Copies of diplomas and certificates meeting the provisions of Clauses 2, 4, 5, and 6 Article 13 of Decree 49/2018/ND-CP.
- A health certificate issued by a district-level health center or equivalent or higher within 06 months from the date of submission of the application.
What are the standards satisfied by vocational education and training accreditors in Vietnam?
Pursuant to Article 13 of Decree 49/2018/ND-CP, the standards satisfied by vocational education and training accreditors in Vietnam are as follows:
- Have good moral qualities and health which is fit for work.
- Have at least a bachelor’s degree.
- Have at least 05 years of experience in education/vocational education management, teaching, and research or engage in business lines related to his/her qualifications.
- Complete an accreditor training course organized by the Directorate of Vocational Education and Training or by the unit assigned by the Directorate of Vocational Education and Training.
- Have a foreign language proficiency of at least level 2 according to Vietnam's language proficiency framework promulgated by the Ministry of Education and Training or the equivalent or higher.
- Satisfy basic IT skill standards for users in accordance with regulations of the Ministry of Information and Communications on basic IT skill standards for users or the equivalent or higher.
Shall the methods of submitting applications for issuing vocational education and training accreditor cards in Vietnam be changed from February 13, 2023?
Pursuant to Clause 5 Article 1 of Decree 4/2023/ND-CP as follows:
Amending and supplementing a number of articles of the Government's Decree No. 49/2018/ND-CP dated March 30, 2018 on vocational education and training accreditation that has been amended and supplemented with a number of articles as prescribed in the Government's Decree No. 140/2018/ND-CP dated October 8, 2018 on amendments to Decrees related to business conditions and administrative procedures under the management of the Ministry of Labor, War Invalids and Social Affairs

Individuals wishing to be issued accreditor cards shall send 01 set of application as prescribed to the General Department of Vocational Education directly at the Single-Window Department or through the postal service or online at the National Public Service Portal or the Public Service Portal of the Ministry of Labor, War Invalids and Social Affairs. Issuance of accreditor cards

2. The applicant for issuance of the accreditor card shall submit 01 set of application, directly or by post, to the Directorate of Vocational Education and Training. The application includes:
a) An application form (Form No. 08 in the Appendix hereof);
b) 04 2 cm x 3 cm color photos taken in the white background within the last 06 months from the date of submission, with eyes looking directly at the camera, bare head, without bearing color glasses, wearing a casual costume;
c) Copies of degrees and certificates specified in Clauses 2, 4, 5, and 6 Article 13 of this Decree;
d) A certificate of health issued by a health center from the district level or the equivalent or higher level within the last 06 months from the date of submission.
Accordingly, from February 13, 2023, individuals wishing to be issued accreditor cards shall send 01 set of application as prescribed to the General Department of Vocational Education directly at the Single-Window Department or through the postal service or online at the National Public Service Portal or the Public Service Portal of the Ministry of Labor, War Invalids and Social Affairs.
What are the duties of vocational education and training accreditors in Vietnam?
Pursuant to Article 14 of Decree 49/2018/ND-CP, the duties of accreditors are as follows:
- Preserve his/her accreditor card; do not allow another person to use one’s accreditor card or use another’s accreditor card; only use the accreditor card for vocational education and training accreditation.
- Comply with regulations of the Ministry of Labor, War Invalids and Social Affairs applied to members of the peer assessment team.
- Provide personal information for the Directorate of Vocational Education and Training upon request or in case of any change.
- Perform other tasks prescribed by law.
