How are the Application Dossiers for Granting Practice Certificates in Military Medical Examination and Treatment Regulated?
What are the principles for practicing medical examination and treatment registration in the military?
Pursuant to Article 13 of Decree 50/2019/ND-CP stipulating the principles for practicing medical examination and treatment registration in the military as follows:
- A practitioner is only allowed to register to be responsible for the technical expertise of one medical examination and treatment facility under the Ministry of Defense.
- A practitioner is only allowed to be in charge of one department of a medical examination and treatment facility under the Ministry of Defense and is not allowed to concurrently be in charge of two or more departments in the same medical examination and treatment facility or concurrently be in charge of departments of other medical examination and treatment facilities under the Ministry of Defense.
- A practitioner responsible for the technical expertise of a medical examination and treatment facility under the Ministry of Defense may concurrently be in charge of one department in the same medical examination and treatment facility and must be suitable for the scope of professional activities in the practice certificate issued.
- A practitioner at a medical examination and treatment facility under the Ministry of Defense is allowed to register for practice outside working hours and be the person responsible for the technical expertise of one medical examination and treatment facility outside working hours that is not under the Ministry of Defense. The procedures for registration follow the provisions of the Law on Medical Examination and Treatment.
- A practitioner is allowed to register for practice at one or more medical examination and treatment facilities not under the Ministry of Defense but is not allowed to register for practice at the same time in different medical examination and treatment facilities. The total time spent working outside working hours must comply with the provisions of the Labor Code. The practitioner must ensure a reasonable travel time between the registered practice locations.
- A practitioner at a medical examination and treatment facility under the Ministry of Defense is not allowed to register as the head of a private hospital or medical examination and treatment facility established and operating under the Law on Enterprises or the Law on Cooperatives.

Pursuant to Article 8 of Decree 50/2019/ND-CP stipulating the requirements for the application dossier for a practice certificate as follows:
- Application for the practice certificate.
- A valid copy of the diploma or certificate of professional qualifications for a traditional medicine practitioner or a certificate of traditional medicine prescriptions or traditional treatment methods issued by the Minister of Health or the Director of the Department of Health; specifically as follows:
+ Professional diploma in the field of medicine;
+ Bachelor of medicine diploma issued by a foreign country, recognized by the Ministry of Education and Training as equivalent to a university degree, accompanied by a certificate of additional training in the appropriate field with a minimum training time of 12 months at a legal training institution in Vietnam, in accordance with the regulations of the Minister of Health, will be considered equivalent to a doctor’s diploma and issued a practice certificate with the title of doctor;
+ Bachelor’s degree in chemistry, biology, or university level pharmacist, accompanied by a certificate or training certificate in medical laboratory techniques with a training period of at least 03 months, or a post-graduate degree in testing specialty;
+ Certificate as a traditional medicine practitioner, or certificate of traditional medicine prescription or traditional treatment methods issued by the Minister of Health or the Director of the Department of Health.
In case of loss of the above professional diplomas, a graduation certificate or a valid copy of the certificate replacing the graduation certificate issued by the training institution that issued the professional diploma must be provided.
- Internship duration confirmation according to Form No. 03, Appendix I issued with this Decree.
- A valid copy of the graduation diplomas for resident doctors, specialized doctors level I, specialized doctors level II, except for traditional medicine practitioners, persons with traditional medicine prescriptions, or persons with traditional treatment methods.
- A curriculum vitae certified by the head of the agency or unit where the person works, from the regiment level and equivalent or higher.
- Two color photos, white background, size 04 cm x 06 cm, taken within no more than 06 months up to the application date.
