+ Provide information according to the interactive electronic form for birth registration (on the Public Service Portal), attach scanned copies or electronic copies of the required documents, pay fees through the online payment function or by other legal methods, and complete the application submission.

+ Directly perform or authorize another person to perform the submission directly at the One-Stop Shop Section of the competent commune-level People's Committee.+ Or send the application via the postal system or submit online on the National Public Service Portal (https://dichvucong.gov.vn) or the Provincial Public Service Portal (https://dichvucong.---.gov.vn).

According to Section 9, Part B of the Appendix issued with Decision 528/QD-BTP of 2023, the birth registration application with foreign elements in the border area includes:
- Birth registration declaration form (for direct submission)
- Interactive electronic form for birth registration (on the Public Service Portal, for online submission)
- The person requesting the birth registration submits/presents (directly) or uploads (online) the following documents:
* Documents to be submitted:
- Original Birth Certificate; in case there is no Birth Certificate, a witness's confirmation of the birth is required; if there are no witnesses, a written oath of birth is needed; for a child born via surrogacy, a confirmation from the medical facility that performed assisted reproductive techniques is required.
- A written agreement between the father and mother on selecting the child's nationality. If the father and mother choose foreign nationality for the child, in addition to the nationality selection agreement, a confirmation from the competent foreign authority on the child's foreign nationality according to that country's laws is required.
- Copies of documents proving personal identity and residence in the border area of neighboring country citizens.
- Authorization document as per the law in case of authorizing birth registration.
* Documents to be presented:
- Passport or ID card or Citizen ID card or other photo-embedded and personal information documents issued by competent authorities, still valid for personal identification. If the personal information in these documents is available in the National Population Database and Electronic Civil Status Database and automatically filled by the system, uploading is not required (online).
- Documents proving the residence of Vietnamese citizens to prove the competence of birth registration if the civil status registration agency cannot extract residence information of citizens by prescribed methods.
+ If the information on residence documents has been extracted from the National Population Database through these methods, presenting (directly) or uploading (online) is not required.
- Marriage certificate if the parents are married. If the marriage information of the parents is available in the Electronic Civil Status Database and the National Population Database, presenting (directly) or uploading (online) is not required.
- In case of submitting the application via the postal system, certified copies of the documents that need to be presented above must be included.
Number of applications: 01 set
*Time limit for resolution: On the day of receipt of the application; if the application is received after 3 PM and cannot be resolved immediately, the results will be returned on the next working day.
*Implementing agency: The commune-level People's Committee in the border area where the father or mother who is a Vietnamese citizen resides cooperates with the agency managing the National Population Database.
*Result: Birth certificate (original); copy of Birth Certificate (if requested).
*Fees:
- Specific fee levels are decided by the Provincial People's Council.
- Exemption of fees for families of revolution contributors; poor households; people with disabilities.
- Fees for issuing copies of Birth Certificates (if requested) are implemented as per Circular 281/2016/TT-BTC of 2016.
