Application Dossier for the Recruitment of State Treasury Officials in 2022: Requirements and Deadlines?
What does the application dossier for the 2022 State Treasury official recruitment include?
On November 28, 2022, the Ministry of Finance officially announced the recruitment plan for State Treasury officials for the year 2022.
State Treasury official recruitment announcement 2022 with a quota of 740 officials, specifically including:
- Business Specialists: 282 positions comprising 265 positions at provincial State Treasuries and 17 positions at the central State Treasury agency;
- Accountants: 396 positions including 391 positions at provincial State Treasuries and 05 positions at the central State Treasury agency;
- Information Technology Specialists: 46 positions including 33 positions at provincial State Treasuries and 13 positions at the central State Treasury agency (comprised of 2 subcategories: 04 positions for software and database IT specialists and 09 positions for infrastructure management IT specialists);
- Clerical Specialists: 16 positions at provincial State Treasuries.
To be specific, in subcategory 4 of Section I of the State Treasury official recruitment announcement 2022, it is stipulated that those who are eligible to participate in the recruitment must submit 02 sets of the application form to the State Treasury where they are applying. Each candidate can only apply for 01 position at 01 unit. Each application form set must include the following documents:
(1) Application form according to template number 01 attached. The applicant must accurately fill out the form according to the instructions, which can be handwritten or typed, but must be signed on each page of the application form.
(2) Photocopies of the diploma and academic transcripts, in which: for diplomas issued by foreign educational institutions, candidates must submit photocopies of the diploma, academic transcripts along with a certified Vietnamese translation and a photocopy of the diploma recognition letter as per the regulations of the Ministry of Education and Training. In cases where the diploma is exempt from recognition procedures as stipulated in Article 5 of Circular 13/2021/TT-BGDDT, candidates must submit documents proving that the diploma is exempt according to the regulations.
(3) Case of exemption from foreign language examination:
(4) If the applicant is exempt from the foreign language subject, they must submit a photocopy of one of the following documents:
+ Undergraduate or postgraduate diploma in foreign languages;
+ Undergraduate or postgraduate diploma issued by a foreign educational institution and recognized in Vietnam according to regulations;
+ Minority language certificate or birth certificate for candidates applying for official work in minority areas;
(4) For candidates who are under the priority category in official recruitment, submit the priority certification, specifically:
- For Armed Forces Heroes, Labor Heroes, war invalids, those receiving policies as war invalids, Type B war invalids, submit a copy of "Armed Forces Hero"; "Labor Hero"; War Invalid Card; "Decision to receive policies as war invalids";
For children of martyrs, children of war invalids, children of sick soldiers, children of those receiving policies as war invalids, children of Type B war invalids, children of those who participated in revolutionary activities affected by toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes, submit the following documents:
+ A copy of the "Family of Martyr Certificate"; War Invalid Card; Sick Soldier Card; "Decision to receive policies as war invalids"; "Decision on allowances for those who participated in revolutionary activities affected by toxic chemicals"; "Armed Forces Hero"; "Labor Hero";
+ Confirmation of preferential policies issued by the District-level Labor, Invalids, and Social Affairs Department or higher.
- For military officers, police officers, demobilized professional soldiers, sectoral transfer cipher officers, reserve officer training graduates, commune military command commanders' training graduates awarded reserve officer military ranks who have registered for the reserve officer category, those who completed military obligations, public security obligations, youth volunteers: submit the Demobilization Decision or documents confirming completion of military or public security obligations...
- For ethnic minorities: Submit a birth certificate clearly indicating ethnic minority, in case the birth certificate does not clearly indicate the ethnic component, add the household registration book and ID card.
(5) 03 envelopes clearly stating the recipient's full name, phone number, and address (candidate or relative); 02 photos (size 4cm x 6cm) taken within the last 06 months by the announcement date, with clearly stated full name, date of birth.
Note:
- Applicants must commit that the information declared on the form is true; in case of false declaration, the recruitment result will be annulled, and the applicant must bear legal responsibility.
Documents identifying priority categories (if any) according to Point (4) above must be issued by competent authorities before the registration deadline.
Candidates must declare their priority category on the Application Form and submit documents identifying the priority category (if any) together with the Application Form; if not declared and not submitted within the stipulated time, they will not be considered for priority in recruitment.
- Each set of the Application Form is to be arranged in the order mentioned above, and the accompanying documents are stapled together; applicants do not have to put them in a dossier envelope.
- Applicants can obtain the Application Form and instructions for filling it out on the Ministry of Finance’s website at https://www.mof.gov.vn or the State Treasury’s website at https://www.vst.mof.gov.vn.
- Candidates applying to the provincial State Treasury must submit their Application Form at the corresponding provincial State Treasury.
When is the registration deadline for the 2022 State Treasury official recruitment?
According to subcategory 1 of Section 5 of the State Treasury official recruitment announcement 2022 regarding the registration deadline for the 2022 State Treasury official recruitment:
- Application Form submission deadline:
The submission period for the Application Form is 30 days from November 28, 2022, to the end of December 27, 2022. Submissions after this period will not be accepted.
- Location for receiving official recruitment application dossiers:
+ For candidates applying to the central State Treasury agency: candidates must submit their application dossiers directly at the central State Treasury agency.
+ For candidates applying to provincial/municipal State Treasuries: candidates must submit their application dossiers directly at the respective provincial/municipal State Treasury where they are applying.
Note: Eligible applicants must pay a registration fee of VND 300,000/person.
What scores are required to pass the State Treasury official examination?
Based on subcategory 3 of Section II of the State Treasury official recruitment announcement 2022, the criteria for passing the State Treasury official examination are as follows:
- A score of at least 50 points in round 2;
- The total score of round 2 plus any additional priority points (if any) must rank high in descending order within the recruitment quota for each job position;
- In cases where two or more candidates have the same total score in round 2 plus priority points (if any) for the last recruitment position of a job, the candidate with the higher round 2 score will be selected; if still unresolved, the head of the recruiting authority will decide the successful candidate.
- Additionally, candidates who do not pass the examination will not have their test results carried over to future recruitment rounds.
