Pursuant to Article 27 of Circular 24/2023/TT-BCA, the application for registration and issuance of an automobile license plate purchased at auction is as follows:
- Regarding an automobile that has not been registered
+ Vehicle registration documents according to Article 8 of Circular 24/2023/TT-BCA;
+ The certificate of license plate auction winner issued by the Department of Traffic Police that remains valid; if the certificate expires, an expiration certificate issued by the Department of Traffic Police is required.
- Regarding an automobile that has been registered and owned by an auction winner
+ Vehicle registration form;
+ License plate and vehicle registration certification;
If the agency carrying out registration and issuing winning automobile license plate is not the vehicle management authority under the auction winner, the automobile owner shall carry out procedures for revocation of the registered automobile;
+ The certificate of license plate auction winner issued by the Department of Traffic Police that remains valid; if the certificate expires, an expiration certificate issued by the Department of Traffic Police is required.
- Regarding an automobile whose ownership is transferred from another organization or individual
+ Vehicle registration form;
+ Documentation of vehicle title transfer according to regulations in Clause 2 Article 11 of Circular 24/2023/TT-BCA;
+ Proof of payment of vehicle registration fee according to regulations in Clause 3 Article 11 of Circular 24/2023/TT-BCA;
+ Certificate of revocation of license plate and vehicle registration.
+ The certificate of license plate auction winner issued by the Department of Traffic Police that remains valid;
If the certificate expires, an expiration certificate issued by the Department of Traffic Police is required.

What are the procedures for vehicle registration for auction winners of automobile license plates in Vietnam in 2023?
Pursuant to Article 28 of Circular 24/2023/TT-BCA regulating procedures for vehicle registration as follows:
The auction winner of an automobile license plate shall carry out automobile registration:
Step 1: Completing the vehicle registration form according to regulations
Step 2: Bringing the automobile to the Traffic Police Division where the vehicle owner’s headquarter or place of residence is located or Traffic Police Division managing the license plate purchased at auction to inspect the vehicle;
Step 3: After the vehicle registration officer inspects the vehicle registration application and conducts physical inspection of the vehicle, if the application and vehicle are satisfactory, the vehicle registration authority shall issue the license plate to the vehicle purchased at the auction;
- The appointment note to return vehicle registration results shall be obtained and the vehicle registration fee shall be paid as prescribed;
- In case the vehicle owner wishes to receive the vehicle registration result by post, it/he/she shall register with the public post office;
Step 4: Receiving vehicle registration results in person at the vehicle registration authority or by post.
In case of vehicle title transfer without license plate purchased at auction
Step 1: The vehicle owner shall submit the application and carry out procedures for revocation according to regulations
Step 2: The transferee shall submit the application and carry out procedures for registration of title transfer according to regulations.
In case of vehicle title transfer with license plate purchased at auction
Step 1: The vehicle owner shall submit the application and carry out procedures for revocation
Step 2: The vehicle owner is not required to return the license plate purchased at auction but shall submit a copy of the certificate of title transfer and present its original for comparison.
Step 3: The transferee shall submit the application and carry out procedures for registration of title transfer according to regulations.
Note: The transferee shall not continue to transfer vehicle title and the license plate purchased at auction to another organization or individual; may transfer vehicle title according to regulations of law.
What is the method for auctioning car license plates in Vietnam?
Pursuant to Article 4 of Resolution 73/2022/QH15 stipulates:

2. The auction method is ascending price auction.
3. The Government shall elaborate the procedures for auctioning car license plates.
