Under what circumstances are poor households and near-poor households eligible for housing assistance?
According to Article 3 of Circular 01/2022/TT-BXD, the conditions for poor households and near-poor households to receive social housing assistance are as follows:
- Poor households and near-poor households that do not have housing or have housing that is not durable (in three main structures: foundation-floor, frame-wall, roof, at least two structures are made of non-durable materials).
- The average floor area per person of poor households and near-poor households is less than 8m².
- Have not been supported for housing from the programs, projects, policies of the State, or social-political organizations or other social organizations.

According to Article 74 of Circular 55/2023/TT-BTC, the regulations are as follows:
Support level and conditions
1. Based on local socio-economic development conditions, and the local budget balancing ability, the provincial-level People's Council shall decide the housing support level for poor households and near-poor households in poor districts from the State budget. The central budget supports the locality with a maximum of 40,000,000 VND per household for building new houses and 20,000,000 VND per household for house repairs as stipulated in Clause 1, Article 9 of Decision No. 02/2022/QD-TTg.
2. The conditions for housing support for poor households and near-poor households in poor districts shall be implemented according to the guidance of the Ministry of Construction.
Based on the above provisions, poor households and near-poor households in poor districts are supported with a maximum of 40,000,000 VND per household for building new houses and 20,000,000 VND per household for repairing houses according to the regulations.
What is the procedure for housing support for poor households and near-poor households in poor districts?
According to sub-section 5.1 Section 5 Chapter IV of the administrative procedures issued together with Decision 1023/QD-BXD in 2023, the housing support procedures for poor households and near-poor households in poor districts are as follows:
- At the village level and equivalent (abbreviated as village level):
+ The official assigned to poverty reduction tasks at the commune level coordinates with the village head to hold a meeting to disseminate the main housing support policy for poor households and near-poor households according to Decision 90/QD-TTg in 2022 of the Prime Minister of Vietnam approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and Circular 01/2022/TT-BXD of the Ministry of Construction guiding the implementation of housing support for poor households and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period to households; compile a list of poor households and near-poor households needing support to build new or repair houses.
+ Based on the list of poor households and near-poor households needing support to build new or repair houses, organize an evaluation, propose the list of poor households and near-poor households receiving housing support (according to the form in Appendix I attached to Circular 01/2022/TT-BXD) and send it to the commune-level People's Committee for review and assessment. The meeting includes the communal-level Steering Committee for the review of poor and near-poor households, the official assigned to poverty reduction tasks at the commune level, the village head (chairing the meeting), the village party secretary, the Women’s Union, the Farmers’ Association, the Veterans’ Association, the Ho Chi Minh Communist Youth Union, and representatives of poor households and near-poor households in the village; invite representatives of the Vietnam Fatherland Front at the commune level to supervise;
+ Households proposed to receive support must be approved by more than 50% of the meeting attendees (through hand-raising or secret ballot voting).
- At the commune level:
