Pursuant to the provisions of Article 6 of Decree 39/2023/ND-CP stipulates as follows:
Auction plan
1. The Minister of Public Security shall approve plan for each auction session.
2. Auction plans contain primary details below:
a) List of motor vehicle license plates to be auctioned;
b) Starting bid, increment, and deposit;
c) Format and method of auction;
d) Time of auction;
dd) Handling of situations during auction (if any);
e) Other relevant details.
3. Auction plans must be publicized on websites of the Ministry of Public Security within 5 working days form the date on which the plans are approved.
Thus, the Minister of Public Security shall approve plan for each auction session. Auction plans must be publicized on websites of the Ministry of Public Security within 5 working days form the date on which the plans are approved.
In addition, the list of motor vehicle license plates to be auctioned is also decided by the Minister of Public Security.

1. Auction form is online auction.
2. The auction method is ascending price auction.
3. The Government shall elaborate the procedures for auctioning car license plates.

What are the regulations on selection of car license plates put up for auction in Vietnam?
Pursuant to Article 2 of Resolution 73/2022/QH15 stipulates:

2. The selection of car license plates put up for auction is regulated as follows:
a) The Ministry of Public Security and the property auction organization are responsible for making public the car license plates specified in Clause 1 of this Article that have not been registered or are expected to be issued on the national web portal on property auctions, the website of the Ministry of Public Security, the website of the Traffic Police Department and the online website of the property auction organization;
b) Organizations and individuals may select car license plates of provinces and centrally-affiliated cities to register for auction;
c) The car license plate that is not selected for auction, and the car license plate that is not successfully auctioned shall be immediately transferred to the vehicle registration and management system for registration according to regulations.
3. During the implementation of this Resolution, the Ministry of Public Security shall select a property auction organization among property auction organizations having an online auction website, ensuring compliance with network security requirements when connecting to the vehicle registration and management system to hold car license plate auctions.
Thus, the Ministry of Public Security and the property auction organization are responsible for making public the car license plates that have not been registered or are expected to be issued on the national web portal on property auctions, the website of the Ministry of Public Security, the website of the Traffic Police Department and the online website of the property auction organization;
At the same time, organizations and individuals may select car license plates of provinces and centrally-affiliated cities to register for auction;
And the car license plate that is not selected for auction, and the car license plate that is not successfully auctioned shall be immediately transferred to the vehicle registration and management system for registration according to regulations.
Note: During the implementation of Resolution 73/2022/QH15, the Ministry of Public Security shall select a property auction organization among property auction organizations having an online auction website, ensuring compliance with network security requirements when connecting to the vehicle registration and management system to hold car license plate auctions.
