What is the form, content and time of the civil service examination regulated in Vietnam?

Pursuant to Article 8 of Decree 138/2020/ND-CP stipulating the form, content and time of the civil servant entrance exam , the form, content and time of the civil service entrance exam are as follows:

The form, content and time of the civil service entrance exam are held in 2 rounds:

Round 1: General knowledge and competency test

- Exam format: Computer-based multiple-choice test.

In case the competent authority to recruit civil servants does not have conditions to organize the computer-based test, the paper-based test shall be taken.

In case the test is held on a computer, the content of the multiple-choice test does not have a computer test.

- The content of the exam consists of 3 parts, the exam time is as follows:

+ Part 1: General knowledge, 60 questions of general understanding of the political system, organization of the Party, State, socio-political organizations; state administrative management; civil servants, civil servants and other knowledge to assess competence. Exam time 60 minutes;

+ Part 2: Foreign language, 30 questions required by the job position in one of five languages English, Russian, French, German, Chinese or another foreign language decided by the head of the competent agency to recruit civil servants. Exam time 30 minutes;

+ Part 3: Informatics, 30 questions required by the job position. Exam time 30 minutes.

- The results of the 1st round are determined by the number of correct answers for each section specified at Point b of this Clause, if the correct answer is 50% or more of the questions for each section, the candidate can continue to the 2nd round.

Round 2: Professional exam

- Form of civil servant examination: Based on the nature, characteristics and requirements of the job position to be recruited, the head of the agency competent to recruit civil servants shall decide on one of three forms of examination: Interview; write; combining interviews and writing.

- Contents of civil servant examination: Check knowledge of the Party's guidelines and guidelines, policies and laws on recruitment sectors and fields; skills to perform official duties of applicants as required by the job position to be recruited.

The contents of specialized professional examinations must be based on the professional duties and standards of civil servants and must be in accordance with the requirements of the job position to be recruited. In the same entrance exam, if there are job positions requiring different expertise and professions, the competent authority to recruit civil servants must organize the development of different specialized professional exams corresponding to the requirements of the job position to be recruited.

- Exam time: 30 minutes interview (before the interview exam, candidates have no more than 15 minutes to prepare); 180-minute written exam (excluding copy time). In case of choosing a combination of interview and writing exams, the interview exam time and written exam time shall comply with the provisions of this point.

- Scale (interview, written test): 100 points. In case of choosing a combination of interview and writing, the percentage of interview and writing scores shall be decided by the Chairman of the exam board but must ensure a total of 100 points.

- In case the civil servant management agency has higher specific requirements on the content, form and time of the exam in round 2, it shall agree with the Ministry of Interior before implementation.

How is the person who is admitted in the civil service entrance exam determined in Vietnam?

Pursuant to Article 9 of Decree 138/2020/ND-CP stipulating how to determine the successful person in the civil service entrance exam as follows:

- Have a test score in round 2 of 50 points or more. In case the exam combines interview and writing, the test taker must take the exam with enough interviews and writing;

- Having higher test scores in the 2nd round plus priority points specified in Article 5 of Decree 138/2020/ND-CP (if any) taken in order of scores from high to low in the recruited quota of each job position.

In case there are 02 or more people with a total score as prescribed at Point b, Clause 1, Article 9 of Decree 138/2020/ND-CP equal in the final target of the job position to be recruited, the person with the higher score of the second round is the successful person; if it is still undetermined, the head of the competent authority to recruit civil servants decide who is admitted.

Note: Persons who do not pass the civil service entrance exam are not entitled to reserve the results of the entrance exam for the next entrance exam.

Who gives priority to the recruitment of civil servants in Vietnam?

Pursuant to Article 5 of Decree 138/2020/ND-CP stipulating subjects and priority points in the entrance exam or admission, including:

- Heroes of the Armed Forces, Heroes of Labor, invalids, policy beneficiaries such as invalids, class B invalids

- Ethnic minorities;

- Military officers, police officers, professional servicemen;

- Persons doing basic work in transferring branches, graduates of reserve officer training, graduates of training of commanders of commune-level military command boards of grassroots military branches shall be awarded the rank of registered reserve officers;

- Children of martyrs, children of invalids, children of sick soldiers, children of policy beneficiaries such as invalids, children of class B invalids, offspring of resistance activists contaminated with chemical toxins, children of Heroes of the Armed Forces, children of Heroes of Labor;

- Persons completing military service, serving in the people's police, volunteer youth team members.
