The form and content of entrance quality assessment for official positions requiring college degrees are stipulated in Article 5 Decree 06/2023/ND-CP as follows:

Form, Content, and Duration of Assessment

1. Form of Assessment: Multiple-choice test on a computer.

2. Content of Assessment: Evaluating cognitive ability, ability to apply knowledge in practice; general and basic understanding of candidates about the political system, organizational structure of the Communist Party, Vietnam Fatherland Front, political-social organizations, state agencies; state administrative management; rights and duties of officials, civil service ethics; knowledge of society, culture, and history.

3. Duration and number of assessment questions:

a) Entrance quality assessment for candidates applying for positions requiring a university degree or higher: 120 minutes, 100 questions.

b) Entrance quality assessment for candidates applying for positions requiring secondary or college degrees: 100 minutes, 80 questions.

Based on the stipulated form, content, and duration of the entrance quality assessment for official positions requiring college degrees:

(1) Form of Assessment: Multiple-choice test on a computer.

(2) Content of Assessment:

- Evaluating cognitive ability, ability to apply knowledge in practice;

- General and basic understanding of candidates about the political system, organizational structure of the Communist Party, Vietnam Fatherland Front, political-social organizations, and state agencies;

- State administrative management;

- Rights and duties of officials, civil service ethics;

- Knowledge of society, culture, and history.

(3) Duration and number of assessment questions:

Entrance quality assessment for candidates applying for positions requiring college degrees: 100 minutes, 80 questions.

Additionally, the entrance quality assessment for official positions requiring college degrees is conducted according to the principles stated in Clause 2, Article 2 Decree 06/2023/ND-CP as follows:

1. Entrance quality assessment for officials is an activity to evaluate and recognize the necessary foundational knowledge of candidates before they participate in official recruitment at competent agencies.

2. Principles for conducting entrance quality assessment for officials are as follows:

a) Ensuring openness, transparency, objectivity, and legality.

b) Ensuring practicality, effectiveness, and cost-efficiency.

c) Assessment results are consistently used nationwide.

d) There is no limit on the number of times a candidate can register for the assessment.

e) Enhancing the application of information technology and digital transformation in organizing entrance quality assessments for officials.

As such, the entrance quality assessment for official positions requiring college degrees is conducted as follows:

- Ensuring openness, transparency, objectivity, and legality.

- Ensuring practicality, effectiveness, and cost-efficiency.

- Assessment results are used consistently nationwide.

- There is no limit on the number of times a candidate can register for the assessment.

Which Agency Has the Authority to Conduct Entrance Quality Assessments for Officials?

According to Article 4 Decree 06/2023/ND-CP, the provisions are as follows:

Organization of Entrance Quality Assessments for Officials

1. The Ministry of Home Affairs is the authority responsible for conducting entrance quality assessments for officials.

2. Entrance quality assessments for officials are organized periodically twice a year, in July and November.

3. By January 31 each year, the Ministry of Home Affairs announces the plan for organizing entrance quality assessments for officials on the Ministry’s web portal and the information page for entrance quality assessments.

4. If recruitment agencies have a need for entrance quality assessments for officials, they must create a plan and announce it as stipulated in Article 7 of this Decree, and receive registration forms on their electronic portals; compile a list of candidates and send it to the Ministry of Home Affairs to organize the assessment. No later than 30 days from the date of receipt of the list, the Ministry of Home Affairs conducts the assessment.

Thus, the Ministry of Home Affairs is the authority responsible for conducting entrance quality assessments for officials.

How Many Members Are in the Council for Entrance Quality Assessments for Officials?

According to Article 8 Decree 06/2023/ND-CP, the provisions are as follows:

Council for Entrance Quality Assessments

1. The Minister of Home Affairs decides to establish the Council for entrance quality assessments for officials (hereinafter referred to as the Assessment Council). The Assessment Council has 07 or 09 members, including:

a) The Chairperson of the Council is a leader from the Ministry of Home Affairs.

b) The Vice-Chairperson of the Council is a representative leader from the advisory department for assessment of the Ministry of Home Affairs.

c) The Secretary-cum-Member of the Council is a representative from the advisory department for assessment of the Ministry of Home Affairs.

d) Other members are appointed by the Minister of Home Affairs.

According to the above provisions, the Council for entrance quality assessments for officials has 7 or 9 members.
