The Vietnam Association of Non-public Vocational Colleges, with its English name as Vietnam Association of Non-public Vocational Colleges (abbreviated as VANC), operates nationwide in the field of vocational training as regulated by law.
Based on Article 3 of the Charter issued alongside Decision 315/QD-BNV in 2023 regarding the legal status and headquarters of the Vietnam Association of Non-public Vocational Colleges:
Legal Status and Headquarters
1. The Association has legal person status, its own seal and separate accounts; it operates in accordance with Vietnamese law and the Charter approved by the Minister of Home Affairs.
2. The headquarters of the Association is located in Hanoi. The Association may set up representative offices in provinces and centrally-run cities other than the place where its headquarters is located, in accordance with the law.

Based on Article 5 of the Charter issued alongside Decision 315/QD-BNV in 2023, the Vietnam Association of Non-public Vocational Colleges is organized and operates according to the following 05 principles:
- Voluntary, self-management.- Democratic, equal, public, and transparent.- Self-financing for operational activities.- Non-profit.- Compliance with the Constitution, the law, and the Charter of the Association.
What are the rights of the Vietnam Association of Non-public Vocational Colleges?
Based on the regulations stipulated in Article 6 of the Charter issued alongside Decision 315/QD-BNV in 2023:
Rights
1. To promulgate the principles and objectives of the Association’s activities.
2. To represent its members in relationships within the country and abroad related to the functions and tasks of the Association in accordance with the law and the Association's Charter.
3. To protect the legitimate rights and interests of its members in line with the principles and objectives of the Association’s activities under the law. To disseminate knowledge to members, guiding them to comply with the laws, policies of the Communist Party, and the State, as well as the statutes, regulations, and rules of the Association.
4. To participate in programs, projects, research topics, consultation, critique, and social appraisal at the request of state agencies. To provide services related to the field of activity of the Association in accordance with the law.
5. To provide feedback on legal documents related to the activities of the Association. To recommend to competent state agencies on issues related to the development of the Association and its field of activity as regulated by law. To organize training, fostering, and other service activities in accordance with the law.
6. To collaborate with relevant agencies and organizations to perform the tasks of the Association.
7. To establish legal entities under the Association that are appropriate with its area of activity, principles, and objectives in compliance with the law.
8. To commend members who have achievements in Association activities. To admit and remove members in accordance with the Charter and legal regulations.
9. To raise funds for the Association based on membership fees and revenue from business and services activities as regulated by law to financially support its operations.
10. To receive lawful sponsorship from domestic and international organizations and individuals as regulated by law. To receive state budget support for activities associated with state-assigned tasks (if any).
11. To join relevant international organizations and to sign and implement international agreements as regulated by law, reporting to the state management agency in the sector or field of the Association’s activities and the agency that approved the establishment of the Association.
