What are the duties of the Association of Non-Public Vocational Colleges of Vietnam?

Pursuant to Article 7 of the Charter of the Association of Non-Public Vocational Colleges of Vietnam (hereinafter referred to as the "Charter") issued together with Decision No. 315/QD-BNV in 2023 as follows:

Duties of the Association
1. Organize and operate according to the approved Association Charter. Strictly abide by the provisions of the law related to the organization and operation of the Association. Not to take advantage of the Association's name and activities to harm national security, social order, morality, fine customs and traditions, the nation's traditions, and legitimate rights and interests of individuals and organizations.
2. Gather and unite members; organize and coordinate activities among members for the common interests of the Association; strictly implement the principles and purposes of the Association in order to participate in the development of fields related to the Association's activities, contributing to the construction and development of the country.
3. Disseminate and foster knowledge of legal regulations for members, guide and encourage members to comply with the laws, regimes and policies of the State and the Association's Charter, rules and regulations.
4. Represent members to participate in and make recommendations to competent authorities on guidelines and policies related to the Association's field of operation in accordance with law.
5. Coordinate with state management agencies, organizations and individuals related to the field of vocational training in performing tasks as prescribed by law and the Association's Charter, including:
a) Organize, exchange, information and communicate about vocational training in accordance with the provisions of law; connect professional training development; organize conferences, seminars, contests, training courses, fostering and other activities suitable to the field of operation, principles and purposes and according to the provisions of law.
b) Publish and distribute documents and media publications to support the development of vocational training in accordance with the principles and purposes of the Association and the provisions of the law.
6. Mediate disputes, settlement of complaints and denunciations within the Association according to the provisions of law.
7. Develop and issue code of ethics in the Association's activities.
8. Manage and use the Association's funding sources in accordance with the law.
9. Annually summarize and report on the organization and operation of the Association to the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs in accordance with law.
10. Perform other tasks when required by competent agencies.

Thus, according to regulations, currently, the Association of Non-Public Vocational Colleges of Vietnam has 10 duties mentioned above.

Pursuant to the provisions of Clause 1, Article 8 of the Charter issued together with Decision No. 315/QD-BNV in 2023 as follows:

Members, criteria for members
1. The Association's members include official members, associate members and honorary members:
a) Full member: Vietnamese citizens or organizations established in accordance with the law, fully qualified as prescribed in Clause 2 of this Article, agreeing to the Association's Charter, voluntarily joining the Association, fully pay the Association membership fee and annual membership fee can become an official member of the Association;
b) Associate members: Vietnamese citizens or organizations that do not have the conditions or do not meet the criteria to become an official member of the Association, agree to the Association's charter, and voluntarily apply to join the Association, they shall be considered and recognized as associate members by the Association.
c) Honorary members: Vietnamese citizens and organizations with prestige, experience and merits contributing to the development of the Association, the development in the field of vocational training in Vietnam, endorse The Association's Charter is invited by the Association to be an honorary member of the Association.

Thus, according to the above regulations, members of the Association of Non-Public Vocational Colleges of Vietnam include:

- Official members;

- Affiliate members;

- Honorary member.

What are the criteria for official members of the Association of Non-Public Vocational Colleges of Vietnam?

The criteria for official members of the Association of Non-Public Vocational Colleges of Vietnam are specified in Clause 2, Article 8 of the Charter issued together with Decision No. 315/QD-BNV in 2023. To be specific:

- For individual members: Vietnamese citizens aged full 18 years or older with full civil act capacity operating in the field of vocational training or related to vocational training as prescribed by law, voluntarily agree to the Association's Charter and apply to join the Association;

- For organizational members: Vietnamese non-public colleges, Vietnamese organizations established in accordance with the law operating in the field of vocational training or related to vocational training as prescribed, voluntarily agree to the Association's Charter and apply to join the Association.

The representative of an organization member participating in the Association must be a Vietnamese citizen, in case the representative of an organization member participating in the Association retires or changes jobs, the organization member has the right to appoint another representative to join the Association in writing.
