Police Salary Coefficients 2024?
At present, the salary coefficients for police are stipulated in Table 6 issued together with Decree 204/2004/ND-CP as follows:

Note:
- The salary increase period for ranks of Major General, Lieutenant General, Senior Lieutenant General, and General is 4 years.
However, on November 10, 2023, the National Assembly passed Resolution 104/2023/QH15, which will implement a comprehensive reform of the salary policy according to Resolution 27-NQ/TW 2018 from July 1, 2024.
Specifically, at point c, section 3.1, Article II of Resolution 27/NQ-TW 2018 has prescribed the abolition of the salary coefficient as follows:

Thus, from July 1, 2024, the police salary coefficients will be abolished.

How will the new police salary scale be regulated with the implementation of salary reform from July 1, 2024?
From July 1, 2024, the new police salary scale will be constructed as follows:
- Abolish the statutory pay rate and the current salary coefficient, and build a basic salary level with specific amounts in the new salary scale.
- Expand salary relationships as a basis to determine specific salary levels in the salary scale system, gradually approaching the salary relationships in the business sector suitable to the resources of the State.
- Perfect policies on regular salary increases and early salary increases for officials and public employees and armed forces in accordance with the regulations of the new salary scale.
The new police salary structure is designed as follows:
- Basic salary (accounting for about 70% of the total salary fund)
- Allowances (accounting for about 30% of the total salary fund)
- Additional bonuses (the reward fund is about 10% of the total salary fund for the year, excluding allowances).
Three new salary scales for police officers according to job positions, titles, and leadership positions will be built and issued to replace the current salary scale system; old salaries will be converted to new salaries, ensuring no lower than the current salary, including:
- One salary scale for professional police officers, non-commissioned officers (according to positions, titles, and military ranks);
- One salary scale for technical specialists in the police force;
- One salary scale for police workers (maintained a ratio of armed forces' salary to administrative officials' salary as currently).
Thus, from July 1, 2024, the new salary scale for professional police officers and non-commissioned officers will include salaries by positions, titles, and military ranks.
For technical specialists in the police force, a separate salary scale will be constructed.
For police workers, a separate salary scale will be constructed and maintain the salary ratio of armed forces compared to administrative officials as currently.
What is the current regulation on the promotion duration of police officer ranks?
Article 22 of the People's Public Security Law 2018 stipulates the promotion duration for professional police officers as follows:

Corporal to Sergeant: 1 year;

First Lieutenant to Senior Lieutenant: 3 years;
Senior Lieutenant to Captain: 3 years;

b) The Minister of Public Security stipulates the duration for salary increases, and rank promotions for officers and non-commissioned officers specializing in technical areas corresponding to salaries in the professional technical salary scale regulated by the Government of Vietnam;
c) The Minister of Public Security stipulates the duration for promotion of non-commissioned officers and conscripted soldiers;
d) The study time of officers, non-commissioned officers, and soldiers at schools is counted into the promotion duration; for those demoted, after 1 year from the date of demotion, if they show improvement, they are considered for rank promotion.
