According to Article 2, Article 3 of Circular 03/2022/TT-BVHTTDL stipulates:

- Codes for the professional titles of public employee specializing in local culture: The group of cultural guide titles includes:

+ Cultural Guide Grade II Code: V.10.07.22

+ Cultural Guide Grade III Code: V.10.07.23

+ Cultural Guide Grade IV Code: V.10.07.24

- General standards for professional ethics of public employee specializing in local culture:

+ Have a sense of responsibility for the assigned job, comply with legal regulations; fulfill fully and correctly the duties of public employees in professional activities.

+ Be devoted to the profession, honest, objective, straightforward; work scientifically, with a clear stance; maintain humility and propriety when interacting with the public; have a sense of fighting against wrongdoings and negative behaviors; practice thrift, combat waste.

+ Have a spirit of solidarity, be proactive and cooperative with colleagues in performing assigned tasks.

+ Continuously study and practice to improve qualities, knowledge, and capabilities.

What are the principles of salary arrangement for public employee specializing in local culture in Vietnam

According to Article 10 of Circular 03/2022/TT-BVHTTDL:

"Article 10. Principles of salary arrangement for professional titles of public employee specializing in local culture

1. The appointment and salary arrangement into the professional titles of public employee specializing in local culture as specified in this Circular must be based on the job position, duties, and professional expertise currently undertaken by the public employee.

2. When appointing and arranging the salary for the professional titles of public employee specializing in local culture, it must not combine the salary increment or promotion of the professional title."

Salary coefficient for public employee specializing in local culture in Vietnam from August 25, 2022?

According to Article 11 of Circular 03/2022/TT-BVHTTDL:

"Article 11. Method of salary arrangement

1. The professional titles of public employee specializing in local culture specified in this Circular shall apply Salary Table 3 (Professional and technical salary scale for officials and public employees in state public service providers) issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials, public employees, and armed forces. Specifically:

a) For the methodologist professional title:

- Methodologist Grade II is applied to public employee salary scale A2, group 2 (A2.2), with a salary coefficient from 4.00 to 6.38;

- Methodologist Grade III is applied to public employee salary scale A1, with a salary coefficient from 2.34 to 4.98;

- Methodologist Grade IV is applied to public employee salary scale B, with a salary coefficient from 1.86 to 4.06.

b) For the cultural guide professional title:

- Cultural Guide Grade II is applied to public employee salary scale A2, group 2 (A2.2), with a salary coefficient from 4.00 to 6.38;

- Cultural Guide Grade III is applied to public employee salary scale A1, with a salary coefficient from 2.34 to 4.98;

- Cultural Guide Grade IV is applied to public employee salary scale B, with a salary coefficient from 1.86 to 4.06.

2. After the probation period specified and the competent authority decides to appoint the professional title of public employee specializing in local culture, the salary will be arranged according to the appointed professional title as follows:

a) In case of recruiting public employees with doctoral training, suitable for the recruitment position, appointed to the professional title of Methodologist Grade III or Cultural Guide Grade III: Salary grade 3, coefficient 3.00, public employee salary scale A1;

b) In case of recruiting public employees with master's training, suitable for the recruitment position, appointed to the professional title of Methodologist Grade III or Cultural Guide Grade III: Salary grade 2, coefficient 2.67, public employee salary scale A1;

c) In case of recruiting public employees with university training, suitable for the recruitment position, appointed to the professional title of Methodologist Grade III or Cultural Guide Grade III: Salary grade 1, coefficient 2.34, public employee salary scale A1;

d) In case of recruiting public employees with college training, suitable for the recruitment position, appointed to the professional title of Methodologist Grade IV or Cultural Guide Grade IV: Salary grade 2, coefficient 2.06, public employee salary scale B;

dd) In case of recruiting public employees with intermediate training, suitable for the recruitment position, appointed to the professional title of Methodologist Grade IV or Cultural Guide Grade IV: Salary grade 1, coefficient 1.86, public employee salary scale B.

3. The salary transition of public employees from the currently held professional title to the professional title of public employee specializing in local culture specified in this Circular shall follow the guidelines in Section II of Circular No. 02/2007/TT- BNV dated May 25, 2007, of the Minister of Home Affairs guiding salary arrangement upon upgrading, transitioning, and switching officials and public employees."
