On April 17, 2023, the General Department of Vietnam Customs issued Official Dispatch 1790/TCHQ-GSQL in 2023 on the electronic declaration, receipt, inspection, and certification of imported goods manifest.
Accordingly, the General Department of Vietnam Customs said that it has completed the construction of an electronic system for receiving, inspecting, and certifying imported goods manifest for goods imported through land and inland waterway border gates.
Based on the opinions of provincial, and municipal Customs Departments and enterprises at the online training session on March 21, 2023, the General Department of Customs has updated and supplemented the System. Accordingly, the Customs Departments of border provinces shall direct the Customs Sub-Departments of land border gates, and inland waterways to declare information on goods imported and certify imported goods into the border gate areas on the System from April 20, 2023, specifically:
Notify and request the vehicle owner, the vehicle operator, and the person authorized by the vehicle owner (the owner of goods or customs agent authorized by the owner of goods) to complete the imported goods manifest (hereinafter referred to as the Manifest) before bringing goods into the territory of Vietnam according to the information criteria through the System as follows:
- Address of the information indicator declaration system of the Manifest: https://banke.customs.gov.vn/ktdb
- System Login Name and Password: The Enterprise Login Name and Password information is the same as the login information to Vietnam Automated Cargo And Port Consolidated System.
In case the system encounters a problem, or another case arises outside 09 cases on the System, the customs declarant shall declare and submit 01 original copy of the imported goods manifest in the form BKTTHH/2021/NK issued together with Official Dispatch No. 1503/TCHQ-GSQL dated 02/04/2021 of the General Department of Vietnam Customs to customs officials receiving the Inventory at the border gate.
At the same time, monthly report to the General Department of Customs (through the Customs Management Supervision Department) for other cases outside 09 cases on the System to synthesize, consider updating the System, and include in the problem of building a new Digital Border Gate Project and Customs Management Model for import and export vehicles and goods back and forth through land border crossings.
Customs authorities shall not settle for means of transport and goods brought into the border gate area if such vehicles and goods have not declared the Manifest on the System or the Physical Manifest.
How to assign the Customs Sub-Department in Vietnam to receive, check and confirm the electronic imported goods manifest?
In Official Dispatch 1790/TCHQ-GSQL in 2023, the General Department of Vietnam Customs has updated and supplemented the System, accordingly, requesting the Customs Departments of border provinces to direct the Customs Departments of land and inland waterways border gates to implement the declaration of information before imported goods, confirm imported goods into the border gate area on the System, specifically on receipt, inspection, and certification of the imported goods manifest as follows:
(1) In the case of declaring an e-manifest:
When the declarant submits the imported goods manifest on the System, the System automatically checks the completeness of the declared information, declared data in the attached file and notifies the processing results to the customs declarant:
- In case the declared information and attachments are complete and appropriate, the system shall return the receipt results to the declarant (including the declaration professional code, the receipt number of the manifest, and all information about means of transport and goods and the declared declarant). The declarant will provide the declaration professional code and the receipt number of the manifest to the customs officer at the border gate area to confirm the goods entering the customs supervision area.
- In case the declared information and attachments are incomplete and appropriate, the system automatically refuses to receive and notify the reason, requesting additional customs declarants.
(2) Where the customs declarant declares a physical manifest:
Customs officials shall receive the manifest according to the instructions at Point b, Clause 1 of Official Dispatch 119/TCHQ-GSQL in 2021 of the General Department of Vietnam Customs.
