Pursuant to the provisions of Clause 2 Article 1 of Resolution 19/2022/NQ-HDND, the subjects of one-time supports are as follows:
Firstly, the subjects of application are civil servants, public employees and employees working at the time the Resolution takes effect, and have participated in social insurance premiums;
Civil servants, public employees, employees working and retired to receive the social insurance benefits (between January 23, 2020 and the effective date of the Resolution) at public non-business units and agencies under the Hanoi Department of Health, Health Departments under district People's Committees, districts and towns in Hanoi.
Secondly, officials and employees with medical expertise performing medical activities at the time the Resolution takes effect, and have participated in social insurance premiums;
Public employees and employees with medical expertise performing medical activities and retired to receive the social insurance benefits (between January 23, 2020 and the effective date of the Resolution) at the II Nursing Center for People with meritorious services, Center for Care and Treatment of Victims of Agent Orange / Dioxin contamination in Hanoi, Social Assistance Facilities, Drug Rehabilitation Facilities under the Department of Labor, War Invalids and Social Affairs of Hanoi.

a/ Hospitals; Health centers of districts and towns; City Center for Disease Control; 115 Hanoi Emergency Center; Drug, pharmaceutical and food testing centers:
Persons directly engaged in medical expertise (clinical, subclinical and pharmaceutical, professional, laboratory): Support amount: 10,000,000 VND/person.
People who do not directly work in medical expertise (management, administration): Support amount: 7,000,000 VND/person.
b) Medical assessment center, forensic center, family planning population consulting center, family planning population branch, food safety and hygiene branch:
Persons directly engaged in medical expertise (clinical, subclinical and pharmaceutical, professional, laboratory): Support amount: 7,000,000 VND/person.
Persons who do not directly work in medical expertise (management, administration): Support amount: 5,000,000 VND/person.
c) Office of the Department of Health
Department: Medical Operations, Planning - Finance, Office of the Department of Health: Support amount: 10,000,000 VND/person.
Department: Pharmacy Operations, Staff Organization, Management of Private Medical Practice, Department Inspectorate: Support amount: 7,000,000 VND/person.
d) Health Department under the People's Committee of districts and towns: Support amount: 7,000,000 VND/person.
dd) Officials and contract workers with medical expertise doing medical work at the Center for Nursing and Nursing of Meritorious Persons No. II, the Center for Foster Care and Treatment of Victims of Agent Orange / Dioxin contamination in Hanoi, social assistance establishments, Drug rehabilitation establishments under the Department of Labor, War Invalids and Social Affairs: Support amount: 5,000,000 VND/person.

In addition, in Article 3 of Resolution 19/2022/NQ-HDND, the Hanoi People's Council has assigned the City People's Committee:
- Organize the implementation of the Resolution; direct to perform well the extensive propaganda in the City about the policies specified in the Resolution; propagating and disseminating so that employees doing health work at public agencies and units directly under Hanoi city understand and understand the support and encouragement regime for civil servants, public employees and contract workers in the field of health at public agencies and units directly under Hanoi.
- Direct agencies and units to provide support and encouragement to civil servants, public employees and contract workers in the field of health at public agencies and units directly under Hanoi city in a timely manner, ensuring publicity, transparency, right objects, right policies, in accordance with regulations.
Assign the Standing Committees of the People's Councils, Committees of the People's Councils, Groups of Deputies and Deputies of the City People's Councils to supervise the organization of the implementation of the Resolution.
