d) Failing to report to competent authorities when detecting illegal acts of officials, public servants, and public employees in organizations and units directly under their management.

2. If a person has been disciplined according to Clause 1 of this Article but recidivism or first violation causes serious consequences or commits one of the following cases, the discipline shall be in the form of warning or dismissal (if there is a senior officer). ):
a) They are assigned to manage and use money, assets and funds of the Party, State, agencies, units or organizations but have acts of illegally possessing, leasing, lending or lending.

a) Lack of inspection, failure to detect and prevent timely violations of the Party's regulations and the State's laws within the scope of direct leadership, the management or assigned responsibility.
b) Directing or performing contrary to the regulations of the Party and State or being unclear, unspecified or inconsistent, causing loss or waste of the Party and State's budget and properties; advise and propose to competent authorities to promulgate or promulgate according to their competence documents contrary to the regulations of the Party and State.
