Handling acts of exploiting, abusing positions, powers, abuse of power, corruption, and negativity in audits?
Based on Article 8 of Regulation 131-QD/TW in 2023, the handling of acts of exploiting, abusing positions, powers, abuse of power, corruption, and negativity is set forth as follows:
- The new regulation by the Politburo on handling acts of exploiting, abusing positions, powers, abuse of power, corruption, and negativity will be promptly reviewed, and disciplined strictly according to the Communist Party's regulations for the party committees, party organizations, and party members who have corrupt or negative behaviors, cover up, or assist corruption and negativity in inspection, supervision, party discipline enforcement, and audit activities.
In cases where violations are not severe enough to warrant disciplinary action, self-criticism, corrective measures, and a commitment to not reoffend must be made.
- Party members, officials, and public employees (including those who have transferred or retired) who violate the provisions mentioned in Article 4 of Regulation 131-QD/TW in 2023 will be handled according to current regulations. In addition, individuals still in service will be subject to the following handling measures:
+ Suspension of work, positions, and not arranging for advisory and professional work related to inspection, supervision, party discipline enforcement, and audits.
+ Not planning, mobilizing, rotating, appointing, reappointing, promoting, advancing in rank, nominating, running for equivalent and higher positions, recognizing titles, conferring honors, and rewarding according to the Communist Party's regulations and the state laws.
+ Annulment and revocation of conclusions and decisions issued incorrectly regarding inspection, supervision, party discipline enforcement, and audit activities (if violating authority, subjects, content, recommendations, proposals, and decisions on forms of party, government, and mass organization discipline).
- For violations that must be prosecuted criminally, the file must be promptly transferred to the competent authority for review and handling according to the law; it is strictly prohibited to keep the file for administrative or internal handling.
- Competent agencies, organizations, and individuals must promptly resolve, in accordance with the Communist Party and state law, information reflecting, denouncing corrupt or negative acts, covering up, or assisting corruption and negativity in inspection, supervision, party discipline enforcement, and audit activities.

Based on Article 5 of Regulation 131-QD/TW in 2023, the following principles are provided:

1. Ensure the leadership, centralized, unified, comprehensive, and rigorous direction of the Communist Party over inspection, supervision, party discipline enforcement; the control of state agencies in audit activities; the supervision of elected bodies, Vietnam Fatherland Front, political-social organizations, and the people in these activities.
2. Establish mechanisms to prevent and ensure all powers are tightly controlled, and authority must be linked with responsibility. Transparency and accountability of agencies, organizations, and competent individuals in inspection, supervision, party discipline enforcement, and audit activities must be ensured.
3. Ensure independence, objectivity, complete execution, and strict compliance with the working regulations, procedures of inspection, supervision, party discipline enforcement, and audit activities; foster, implement an integrity culture, no corruption and negativity in duty performance.
4. Promptly detect, prevent, and strictly handle acts of exploiting, abusing positions, powers, corruption, and negativity in inspection, supervision, party discipline enforcement, and audit activities.
5. Comply with the Party’s policies and state laws.
Thus, power control, prevention, and combat of corruption, negativity in inspection, supervision, party discipline enforcement, and audit activities must be ensured to adhere to the 5 principles mentioned above.
Prohibition of retaining violating officials for internal handling as stipulated by the Politburo?
Also, according to the provisions of Clause 3, Article 8 of Regulation 131-QD/TW in 2023, the Politburo clearly stipulates:
