What are the limitations in the current allocation and disbursement of public investment capital in Vietnam?
Recently, the Government of Vietnam issued Directive No. 08/CT-TTg in 2023 on key tasks and solutions to accelerate the allocation and disbursement of public investment capital, 03 national target programs in 2023, and implementation of the program of socio-economic recovery and development.
According to that, in Directive No. 08/CT-TTg in 2023, the Prime Minister gave positive results in the disbursement of investment capital and also pointed out the backlogs as well as limitations on the allocation and disbursement of public investment capital as follows:
Regarding the results:
- Disbursement of public investment capital in 2022 achieved some positive results, the total disbursed capital in 2022 was about 103 trillion VND higher than in 2021 (up about 23%) and reached nearly 93.5% of the plan assigned by the Prime Minister.
- The progress of many important national infrastructure projects and projects, highways, transportation projects, regional linkages, etc. has been accelerated, which has contributed to macroeconomic stability, economic growth, job creation for workers...
- Recognizing and praising ministries, branches and localities for their efforts to achieve high disbursement results, making important contributions to socio-economic recovery and development, especially 08 ministries and central agencies. The central government and 30 localities have the disbursement rate of the plan in 2022 reaching 100% of the plan.
Regarding limitations in the allocation and disbursement of public investment capital:
- The organization and implementation are still limited, in some places, the Party committees, authorities and leaders lack determination and have not closely urged the implementation;
- Not focusing on completely dealing with difficulties and problems arising from the projects;
- The investment preparation work is still sketchy, the quality is not good, the site clearance work is still delayed, so there are problems in the implementation;
- Capital allocation is still spread, lack of concentration; some Management Boards, investors and contractors are still weak in capacity; discipline and discipline in public investment are not strict;
- The inspection and supervision are not good; discipline, discipline is not strict...
In addition, the legal system regulates all public investment project activities (from investment preparation, project implementation, completion, finalization, handover and putting into use) in 07 areas (land) land, environmental protection, bidding, budget and public property, construction, natural resources and minerals, public investment) are still inadequate, overlapping, not suitable with reality... affect the following stages and the whole project.

Directive of the State Bank of Vietnam and the Ministry of Labour, Invalids and Social Affairs to urgently implement the program of socio-economic recovery and development?
In Directive No. 08/CT-TTg in 2023, the Government of Vietnam requires relevant agencies to implement the Socio-economic Development and Recovery Program, specifically:
- The State Bank of Vietnam shall urgently report to the Government and the Prime Minister before March 25, 2023 on the amendment and supplementation of Decree No. 31/2022/ND-CP on interest rate support from the state budget. water for loans from enterprises, cooperatives and business households; expected performance, the amount that can be disbursed until the end of the Program's term, the plan for the remaining amount that is not used up.
- The Ministry of Labor, War Invalids and Social Affairs shall report to the Government and the Prime Minister before March 25, 2023 on the specific amount of money remaining after implementing the policy to support rent for employees, propose a solution.
- Ministries, central and local agencies:
+ Expeditiously approve the investment policy of the projects to be arranged from the Program sources announced by the Prime Minister according to the required progress.
+ Assign specific leaders to direct and monitor the progress of projects under the Program and take responsibility for the results of implementation and disbursement of this project.
+ Report monthly on the implementation and disbursement of the Program's capital plan on the National Public Investment Information System.
- The Ministry of Planning and Investment shall promptly assume the prime responsibility for, and coordinate with the Ministry of Finance in, continuing to review and summarize projects that have completed investment procedures and are eligible for the remaining capital allocation of the Program in accordance with regulations in Resolution 43/2022/QH15 of the National Assembly, reporting to the Prime Minister, the Government to report to the National Assembly Standing Committee according to regulations.
How to direct the implementation of 03 national target programs?
In Directive No. 08/CT-TTg in 2023, the Prime Minister directs the implementation of 03 national target programs as follows:
- The Central Steering Committee for National Target Programs directly directs, administers, and promptly proposes the Government and the Prime Minister solutions to remove difficulties and obstacles in organizing the implementation of the Program at ministries and localities.
- People's Committees of provinces and centrally run cities
+ Strengthen the directing and operating activities of the steering committees at all levels; review the list of investment projects, arrange them in order of priority in terms of feasibility and efficiency, ensure the main focus, and definitely do not spread and fragment during the implementation process.
+ Review and synthesize data on implementation of goals, tasks, investment projects list, disbursement results of the state budget capital plan in 2023 (including support capital from the central budget and balanced capital from the local budget), periodically report to the Ministry of Planning and Investment, the Ministry of Finance and the program owner agencies before the 23rd of each month.
+ Direct functional units to coordinate with the State Treasury to carry out procedures to extend the time for implementation and disbursement of the domestic central budget investment plan in 2022 (including the 2021 plan that has been extended to 2022) of 03 national target programs that have not been disbursed by the end of December 31, 2023.
- Request the Ministry of Planning and Investment to perform the following tasks:
+ Take charge and cooperate with relevant agencies to urgently research and develop the Decree amending and supplementing Decree No. 27/2022/ND-CP according to the simplified procedure and report to the Government before March 25, 2023.
+ Promptly assume the prime responsibility for, and reach agreement with the Ministry of Finance and relevant agencies in proposing a plan to handle problems in the assignment of the central budget non-business capital plan for the 2021-2025 period to implement national target programs, report to the Government by March 25, 2023.
- The Ministry of Finance shall perform the following tasks:
+ Actively summarize results of disbursement of state budget capital for implementation of national target programs (including development investment capital and non-business capital), periodically before the 25th of each month, report to the Government, Prime Minister and sent to the Ministry of Planning and Investment.
+ Urgently submit to the Government for comments to report to the National Assembly Standing Committee on the addition of the state budget estimate in 2023 to perform 02 tasks: improve nutrition and support housing for poor households, near-poor in poor districts under the direction of Government leaders in Document No. 948/VPCP-KTTH in 2023.
- At the same time, request ministries and agencies hosting the National Target Program to guide agencies and localities to implement component projects in a timely, realistic, feasible and correct manner.
