* First: Principles for planning

Implemented under Circular No. 65/2021/TT-BTC dated July 29, 2021, by the Ministry of Finance, stipulating budget estimation, management, use, and finalization of funds for maintenance and repair of public assets, specifically:

- The maintenance and repair aim to ensure public assets are maintained according to their original function and technical standards; does not change the functionality, scale of public assets.

- Public asset procurement, maintenance, and repair must be based strictly on policies, standards, and economic-technical norms issued by competent authorities as stipulated in the Law on Management and Use of Public Assets and guiding documents.

- Conduct surveys and assess actual conditions to establish a basis for planning public asset procurement, maintenance, and repair, ensuring prioritized, economical, and effective investment principles to avoid wastage.

* Second: On the maintenance and repair plan for public assets

- Prioritize work to prevent dampness, subsidence, flooding; repair restrooms to ensure they are clean, meet standards, and are adequate in quantity.

- Pay attention to reviewing the school safety work for construction items in classrooms, functional rooms, multi-purpose gymnasiums, playgrounds, corridors, stairs, etc., and equipment regarding fire safety, emergency escape...

- The plan for maintenance and repair of public assets should focus centrally, highlighting key points without dividing into many component items. Each unit proposes a maximum of 02 items to be implemented in 2023 (prioritizing self-balancing resources at the unit and noting procedure order as stipulated in point b, clause 2, Article 5 of Circular No. 65/2021/TT-BTC dated July 29, 2021, by the Ministry of Finance).

* Third: On the procurement plan for assets and teaching equipment

- Prioritize equipping machinery and equipment serving teaching according to the Ministry of Education and Training's regulations on the minimum list of equipment following the implementation roadmap of the 2018 General Education Program (Circular No. 37/2021/TT-BGDDT dated December 30, 2021, on Promulgating the list of minimum teaching equipment for Primary Schools; Circular No. 38/2021/TT-BGDDT dated December 30, 2021, on Promulgating the list of minimum teaching equipment for Secondary Schools; Circular No. 39/2021/TT-BGDDT dated December 30, 2021, on Promulgating the list of minimum teaching equipment for High Schools) and in line with technology renovation.

- The procurement plan for assets and teaching equipment must comply with Decision No. 21/2020/QD-UBND dated August 22, 2020, by the People's Committee of the City issuing standards and norms for the use of specialized machinery and equipment in the field of education and training in Ho Chi Minh City.

- Regarding centralized procurement in 2023, awaiting approval from the City People's Committee for the basic configuration of the group list of desktop computers, photocopiers, air conditioners, units still draft the procurement plan in the 2023 budget estimate. After obtaining the approval document from the City People's Committee and guidance from relevant agencies and units, the Department of Education and Training will issue a document guiding units to re-register their centralized procurement needs for 2023.
