Guidelines on Procedures for Reissuance of Vehicle Registration Certificates and License Plates at the District-Level Police?
According to the regulations specified in Part B, Section 3 of the administrative procedures attached to Decision 6640/QD-BCA in 2023, the procedure for reissuing vehicle registration certificates and license plates at the district-level police is as follows:
- Instances of reissuance of vehicle registration certificates and license plates include: Modified vehicles; vehicles with color changes; vehicles that have registered with white background plates, black letters and numbers to yellow background plates, black letters and numbers (vehicles operating in transportation business by car) and vice versa; renewal of vehicle registration certificates; changes in the owner's information (owner's name, personal identification number, address); damaged, blurred, or torn vehicle registration certificates; damaged, blurred, broken license plates or the owner's request to reissue old vehicle registration certificates, old license plates to new vehicle registration certificates, and license plates as per the regulations.
- Procedures:
Step 1: The vehicle owner logs into the public service portal and is responsible for fully declaring the required information in the vehicle registration form, either digitally signed or printed, signed, and stamped (if an agency or organization).
After successfully declaring, the vehicle owner receives an online vehicle registration file code, and an appointment schedule for processing the registration file notified by the public service portal via text message or email to handle the vehicle registration procedures; provides the vehicle registration file code to the vehicle registration agency for processing the vehicle registration as per the regulations; if online filing is not possible, the vehicle owner declares the vehicle registration form directly at the vehicle registration agency.
Step 2: The vehicle owner submits the reissuance or renewal file as specified in Article 17 of Circular 24/2023/TT-BCA and pays the reissuance fee through the public service portal; if the vehicle owner cannot pay the registration fee through the public service portal, they will pay it at the vehicle registration agency; the vehicle owner does not need to bring the vehicle for inspection (except for modified vehicles or those with color changes).
Step 3: After verifying the registration file is valid, the vehicle registration agency issues a receipt to the vehicle owner and proceeds with the reissuance of the vehicle registration certificate and license plates as per the regulations.
Step 4: The vehicle owner receives the registration result at the vehicle registration agency or through the public postal service.
In the case of reissuance of vehicle registration certificates and license plates, the license plate number remains the same; for vehicles with 3 or 4 number plates, new plates will be issued according to the regulations (the old registration certificate and 3 or 4 number plates will be collected).

+ At the City, District, Town Police where the vehicle is registered and managed; Time: From Monday to Saturday.
+ Submit the vehicle registration form on the National Public Service Portal or the Ministry of Public Security's Public Service Portal.

+ Documents of the vehicle owner.
+ Vehicle registration certificate (in case of a certificate renewal) or License plate (in case of license plate reissuance) or both vehicle registration certificate and license plate.
+ Other documents:
++ In case of reissuing license plates from yellow background, black letters and numbers to white background, black letters and numbers, a decision to revoke the transport business license or decision to revoke the badge, insignia is required.
++ In the case of modified vehicles replacing main engine parts or frame parts, documentation of origin, tax payment documents, and ownership transfer documents of the main engine or main frame as per Article 11 of Circular 24/2023/TT-BCA are required.
++ For modified vehicles replacing main engine parts or frame parts not of the same brand, a certificate of technical safety and environmental protection for modified motor vehicles is required.
++ For modified vehicles replacing main engine or frame parts of registered vehicles, a certificate of cancellation of the registration and license plate of the previously registered vehicle is required.

How Long Is the Processing Time for the Reissuance of Vehicle Registration Certificates and License Plates at the District-Level Police?
According to the regulations specified in Part B, Section 3 of the administrative procedures attached to Decision 6640/QD-BCA in 2023, the processing time for reissuance of vehicle registration certificates and license plates at the district-level police is as follows:
- Reissuance of vehicle registration certificate: No more than 2 working days from the date of receiving a complete and valid file.
- Reissuance of license plates: No more than 7 working days from the date of receiving a complete and valid file.
- The result return time for vehicle registration as per the regulations is calculated from the date of receiving a complete and valid file and the registration and management system has received verification of completed registration fee payment from the public service portal.
