Guidelines for Citizens to Quickly and Easily Look Up Health Insurance Card Information Using Their Citizen ID Card
How to look up health insurance card information using an identification card?
Pursuant to the content of Official Dispatch 931/BYT-BH in 2022, medical examination and treatment can now be conducted using a chip-based identification card via the VNeID application.
Citizens can look up their health insurance card information using a chip-based identification card as follows:
Step 1: Log in to the VNeID application.
If you don't have an account yet, register by following these steps:
- After downloading the VNeID application, click the "Register" button at the bottom of the screen;- When the system redirects to the "Register" page, enter your Phone number, ID/CCCD number and click "Register";- Enter the OTP code sent to your entered phone number;- The system notifies successful account registration.
Step 2: On the main interface, select "Scan code" at the bottom bar of the screen.
Step 3: Scan the QR code on the identification card and swipe up to view health insurance card information.

What other ways can be used to look up health insurance card information?
In addition to using an identification card to look up health insurance card information, citizens can also use the following methods:
(1) Lookup on the Vietnam Social Security electronic portal:
- Access the link: https://baohiemxahoi.gov.vn/tracuu/Pages/tra-cuu-thoi-han-su-dung-the-bhyt.aspx;- Enter the required information including Full name; Social Insurance number/Health Insurance card number; Date/Year of birth, and click "Lookup".
(2) Lookup using the VssID application:
- Open the VssID application and log in using your Social Insurance number and password;- On the personal management interface, select "Health Insurance Card".
(3) Lookup through the Vietnam Social Security support hotline:
Call the Vietnam Social Security hotline at 19009068 for support from hotline staff.
(4) Lookup via health insurance payment receipt:
In case of direct payment for health insurance and having a receipt, citizens can check the validity of the health insurance card.
Procedures for online reissuance of a health insurance card when it is lost
Besides the direct reissuance procedure at the one-stop reception of the provincial/district Social Insurance agency as stipulated in Subsection 2 Section A Part II of the amended and supplemented administrative procedures issued together with Decision 62/QD-BYT in 2023, health insurance participants can also perform the online reissuance procedure through the National Public Service Portal.
Specifically as follows:
Step 1: The person who lost their health insurance card accesses the homepage of the National Public Service Portal at https://dichvucong.gov.vn/p/home/dvc-trang-chu.html.
Step 2: Log in to the account.
- If having an account, click the "Log in" button at the top right corner of the National Public Service Portal home page;- If not having an account, click the "Register" button to register an account to log in to the National Public Service Portal.
Step 3: Click on the account name on the National Public Service Portal at the top right corner of the screen, select Personal information. The system will automatically redirect to the account information page;
Step 4: On the Personal information page, select the "Utilities" tab -> "Social Insurance"; Then, the social insurance information will appear -> Enter the Social Insurance number -> Click the "Update" button;
Step 5: Go back to the National Public Service Portal homepage -> Click the "Online Public Services" at the bottom left of the search bar;
Step 6: The online public service execution page will appear. At this point, select the agency executing the procedure as "Vietnam Social Security" -> Click "Search".
The public service system of Vietnam Social Security will appear -> Click "Reissue, change, adjust information on social insurance book, health insurance card" -> Select the content of reissuing the health insurance card due to damage, loss -> Click "Submit online";
Step 7: The system will automatically redirect to the online public service interface of Vietnam Social Security. The information requesting reissuance of the health insurance card will be automatically displayed.
At the address for receiving results, there are 2 options:
- The reception and result return department;- Via postal service.
Choose the appropriate form and complete the procedure to request reissuance of the health insurance card due to loss.
Including:
- The dossier for reissuing a health insurance card when the card is lost includes:
+ Declaration form for participation, adjustment of health insurance information issued by Vietnam Social Security;+ Receipt of dossier and appointment for return of the reissued health insurance card according to Form No. 4 of the Appendix issued together with Decree 146/2018/ND-CP (amended and supplemented by Decree 104/2022/ND-CP).
- Time for reissuing a new health insurance card: Within 7 working days from the date of receiving the reissuance request, the health insurance organization must issue a new card for the health insurance participant. During the time of waiting for card reissuance, the health insurance participant is still entitled to health insurance benefits.
