Based on the regulations in Section 4 of the Administrative Procedures issued together with Decision 2683/QD-BTP of 2023, the dossiers required to change the place of practicing notarial profession from one organization in a province or city under central authority to another organization in a different province or city under central authority include:
- For the Department of Justice where the internship registration was initially filed: A Request for Changing the Place of Practicing Notarial Profession (Form TP-TSCC-03) issued together with Circular 08/2023/TT-BTP.
- For the Department of Justice where the trainee will be transferred to:
+ A Request for Registering the Internship for Practicing Notarial Profession (Form TP-TSCC-01a or Form TP-TSCC-01b) issued together with Circular 08/2023/TT-BTP.
+ A Certificate of Graduation from the Notary Training Course or a Certificate of Completion of the Notary Training Course or a decision recognizing equivalent qualifications for those trained in notary profession overseas (a certified copy or a photocopy with the original for comparison).
+ The decision to cancel the internship registration for practicing notarial profession from the Department of Justice where the internship was initially filed (Form TP-TSCC-04).
Guidance on changing the place of notarial practice internship from an organization in a centrally-governed city to another organization in a different centrally-governed city
Procedure to change the place of practicing notarial profession from one organization in a province or city under central authority to another organization in a different province or city under central authority?
Based on the regulations in Section 4 of the Administrative Procedures issued together with Decision 2683/QD-BTP of 2023, the procedure for changing the place of practicing notarial profession from one organization in a province or city under central authority to another organization in a different province or city under central authority is as follows:
- The trainee sends a request for changing the place of practicing notarial profession to the Department of Justice where the internship was initially registered. Within 05 working days from the date of receiving the trainee's request, the Department of Justice issues a decision to cancel the internship registration and sends it to the trainee and the notary practicing organization accepting the intern.
- The trainee can either self-locate an internship or request the arrangement for an internship and register the internship at the Department of Justice where the notary practicing organization to which they are transferring is located, according to Article 3 of Circular 08/2023/TT-BTP to continue the internship; the registration dossier must include the decision to cancel the internship registration, specifically:
+ The individual accepted for the internship must submit directly, via postal mail, or through the Public Administration Service Center, one set of internship registration documents to the Department of Justice where the internship accepting organization is located.
Within 07 working days from the date of receiving the complete and valid dossier, the Department of Justice issues a decision to register the internship for practicing notarial profession and sends the decision to the individual registering and the internship accepting organization; if the request is denied, it must be responded to in writing with a clear rationale.
+ For cases where the individual eligible to register for the internship has contacted at least three notary practice organizations that meet the internship acceptance conditions in a province, centrally-governed city, or has contacted one notary practice organization that meets the internship acceptance conditions in a province or centrally-governed city with only up to three eligible notary practice organizations and was refused, they shall submit the registration dossier for the Department of Justice of that province or city to arrange an internship and register it.
Within 10 days from the date of receiving the complete and valid dossier, the Department of Justice of the transferred location shall review, designate notary practice organizations to accept the intern, and issue a decision to register the internship for practicing notarial profession and send the decision to the registrant and the internship accepting organization; if there are no eligible organizations, a written response with clear rationale must be sent to the requester.
If necessary, the Department of Justice shall conduct verification to clarify the conditions for internship registration and acceptance as prescribed by the Notary Law and this Circular; the maximum verification period is 10 days and is not included in the time for review, designation of notary training organizations, and internship registration.
Method of execution: Submission directly, via postal mail, or through the Public Administration Service Center.

Based on the regulations in Section 4 of the Administrative Procedures issued together with Decision 2683/QD-BTP of 2023, the processing time for changing the place of practicing notarial profession from one organization in a province or city under central authority to another organization in a different province or city under central authority is as follows:
- The time for the Department of Justice where the trainee registered to issue a decision to cancel the internship registration is 05 working days from the date of receiving the trainee's request.
- The time for the Department of Justice where the trainee is transferred to register the internship:
+ If the individual registering for the internship independently finds a notary practicing organization willing to accept the internship, the processing time is 07 working days from the date of receiving the complete and valid dossier.
+ If the individual registering for the internship is arranged by the Department of Justice for an internship and registration for practicing notarial profession, the processing time is 10 days from the date of receiving the complete and valid dossier.
