- Ethical qualities, lifestyle: Results of studying and following Ho Chi Minh's ideology, ethics, and style; maintaining ethics, lifestyle, promoting the pioneering and exemplary image of Party members and close relations with the people; willingness to self-correct and combat signs of bureaucracy, corruption, wastefulness, negativity; awareness of building the locality, agency, unit, and maintaining internal unity.
- Discipline awareness: Compliance with assignments from the organization; executing prohibitions on Party members and regulations of the locality, agency, unit; Party activities principles, paying Party dues as regulated; exemplifying civic duties and maintaining regular contact with local Party committees where residing; exemplifying responsibility of Party members.
- Work style: Dynamic, creative, decisive in performing tasks; scientific, democratic working methods, strict adherence to principles; cooperative spirit, helping colleagues.
- Results in combating political, ethical, lifestyle degradation, “self-evolution”, “self-transformation” of individuals (if any).
[2] Implementation of duties, rights, and outcomes of assigned targets and tasks in the year.

- Implementation of roles and rights as regulated (Party, government, mass organizations).
