Pursuant to subsection 1, Section A, Administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023, clearly stating the online procedures for issuance of license to provide specialized electricity consulting services issued by the Ministry of Industry and Trade of Vietnam as follows:
Online procedures for issuance of license to provide specialized electricity consulting services in Vietnam are carried out as follows:
Step 1: The organization or individual applying for a license registers an account on the Online Public Service Portal of the Ministry of Industry and Trade of Vietnam, using the registered account to declare and submit an online application;
Step 2: Within 60 working days from the date of receipt of the request for supplementation or modification of data, documents and related information from the electricity activity licensing agency, the organization or individual shall submit License applicants must supplement, amend data, documents and related information on the Online Public Service Portal of the Ministry of Industry and Trade of Vietnam.
Upon the expiry of the above time limit, if the organization or individual fails to amend or supplement the dossier as required, the electricity activity license-granting agency may return the dossier of application for an license to provide specialized electricity consulting services;
Step 3: Within 15 working days from the date of receipt of complete and valid dossiers on the Online Public Service Portal of the Ministry of Industry and Trade of Vietnam, the license to provide specialized electricity consulting services-issuing agency is responsible for appraising the dossier and issuing a license to provide specialized electricity consulting services;
Procedures for issuance of license to provide specialized electricity consulting services in Vietnam without going online are carried out as follows:
Step 1: Within 03 working days from the date of receipt of the application for issuance, modification and supplementation of the license to provide specialized electricity consulting services, the license to provide specialized electricity consulting services-issuing agency shall notify in writing the organization or individual requesting the license if the dossier is incomplete or invalid.
In the written notice, it must clearly state the reason and request for additional and modification of data, documents and related information to complete the dossier;
Step 2: Within 60 working days from the date of receipt of the request for supplementation or modification of data, documents and related information from the electricity activity licensing agency, the organization or individual shall submit License request must supplement, amend data, documents, related information and reply in writing.
Upon the expiry of the above time limit, if the organization or individual fails to amend or supplement the dossier as required, the electricity activity license-granting agency may return the dossier of application for an license to provide specialized electricity consulting services;
Step 3: Within 15 working days from the date of receipt of complete and valid dossiers, the license to provide specialized electricity consulting services-issuing agency is responsible for appraising the dossier and granting the license to provide specialized electricity consulting services.

Pursuant to subsection 1, Section A, Administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023, clearly stating the composition of the application and the number of dossiers for carrying out the procedures for issuance of a license to provide specialized electricity consulting services as follows:
Composition of application:
- A written request for a license to provide specialized electricity consulting services
- A copy of the enterprise registration certificate or establishment decision, the establishment certificate (for organizations that do not have an enterprise registration certificate) of the organization applying for the license.
- An excerpt list of consultants holding the title of manager, chief supervisor and other consultants; a copy of a university diploma or higher, a construction practice certificate (for occupations requiring a practicing certificate according to the provisions of the construction law), documents proving the working time in the field of consulting (CV certified by the employer or equivalent documents), fixed-term or indefinite-term labor contracts of experts advise
- Documents proving the experience of the consultants (Decision on assignment of tasks or certification of the investor of the executed work or project or documents of equivalent value)

What is the time limit for processing the application for a license to provide specialized electricity consulting services in Vietnam?
Pursuant to subsection 1, Section A, Administrative procedures promulgated together with Decision No. 1206/QD-BCT in 2023 clearly state the following:
Time limit for settlement: 15 working days from the date of receipt of complete and valid dossiers as prescribed.
- Subjects carrying out administrative procedures: organizations and individuals engaged in electricity activities in the following fields: Specialized electricity consultancy.
- Agency to handle administrative procedures: Ministry of Industry and Trade of Vietnam.
- Results of administrative procedures: License for electricity activities.
- Fees and charges (if any): According to the provisions of Circular No. 106/2020/TT-BCT dated December 8, 2020 of the Minister of Finance stipulating the rate of collection, collection, payment, management and use fees for appraisal and issuance of license to provide specialized electricity consulting services.
According to the above regulations, the time limit for handling the procedures for granting a license to provide specialized electricity consultancy is 15 working days from the date of receipt of a complete and valid dossier as prescribed.
