Research to amend regulations on tax policy, registration fee, vehicle registration fee in Vietnam?

Directive No. 10/CT-TTg in 2023 mentions that the Prime Minister requested the Ministry of Public Security to research on aggravation of the alcohol concentration fines.

According to that, in Directive No. 10/CT-TTg in 2023, the Prime Minister requested the Ministry of Finance to research and amend regulations on tax policies, registration fees and vehicle registration fees in accordance with the actual situation, creating maximum favorable conditions for people and enterprises.

At the same time, it is the agency in charge and coordination with relevant agencies to submit to the competent authorities for allocating funding, the collection of revenue from fines for traffic violations, auction of license plates and other sources of revenue increase to increase investment in the forces in charge of ensuring traffic order and safety that are really clean, strong, regular, elite and modern in the spirit of Resolution No. 12-NQ/TW in 2022 and the Government's Action Plan to implement Resolution No. 12-NQ/TW issued together with Resolution No. 05/NQ-CP in 2023.

In addition, prioritizing the allocation of funds to ensure traffic safety in the direction of focusing on investing in the application of science and technology, digital transformation in traffic management, administration and supervision activities of functional forces.

Report to the Government of Vietnam on allocating resources for investment, renovating and upgrading traffic infrastructure, maintaining the national highway system, and completing traffic infrastructure.

Requesting the Ministry of Public Security to research on aggravation of the alcohol concentration fines?

According to Directive No. 10/CT-TTg in 2023, in order to strengthen the work of ensuring road traffic order and safety, the Prime Minister asked the Ministry of Public Security to:

- Coordinate with the Ministry of Transport to study and amend regulations on penalties for violations in the field of road traffic in the direction of increasing the severity and form of penalties, especially drivers of vehicles with alcohol concentration; group of acts caused by intentional errors, violated many times in a certain period of time...;

- Additional administrative sanctions such as compulsory community service, deduction of driving license points...;

- Cooperate with the Ministry of Health and the Ministry of Justice in studying regulations on revocation of driving licenses for drug users and drug addicts.

In addition, the Prime Minister also assigned the Ministry of Public Security to perform the following tasks:

+ Assume the prime responsibility for, and coordinate with concerned ministries and branches in, completing the dossier of the Law on Road Traffic Order and Safety and submitting it to the National Assembly for consideration and approval.

+ Assume the prime responsibility for, and coordinate with the Ministry of Transport and the People's Committees of localities in, to organize the general control of passenger cars and container trucks nationwide (to be completed in the second quarter of 2023).

+ Develop a master plan on identification of license plates for cars and restrictions on registration of personal vehicles, and report to the Government in the fourth quarter of 2023.

+ Direct police units and localities to strengthen patrols, inspection, control and handling of traffic safety violations, focusing on handling violations that are the main cause of serious traffic accidents. Regularly and drastically controlling the alcohol concentration of road users. To step up the application of science and technology to drastically and fundamentally renovate the mode of patrolling, controlling and handling violations.

+ Research, synthesize and propose solutions to prevent, solve and overcome traffic jams; develop, supplement and complete plans to prevent and deal with traffic jams in accordance with the actual situation in each route and locality, minimizing prolonged traffic jams to the minimum.

+ Through the work of patrolling, controlling and investigating, handling traffic accidents, promptly recommending to remedy the unreasonable traffic organization. The petition for settlement must clearly state the responsibilities of each agency, and at the same time monitor, urge and collect documents, propose handling of irresponsible individuals and organizations, and fail to promptly take remedial measures for for cases where there have been recommendations to occur especially serious traffic accidents, with signs of crime.

+ Urgently complete the database of the Command and Operation Information Center of the Traffic Police force located at the Ministry of Public Security (Traffic Police Department) to connect with local police and ministries and branches in service of commanding, administering, monitoring and handling violations of traffic safety regulations.

Isn’t it allowed to issue driving licenses for drug addicts?

In Directive No. 10/CT-TTg in 2023, the Prime Minister assigned the Ministry of Transport to perform a number of key tasks, including:

- Rectify and improve the quality of training, testing and issuance of driving licenses;

- Review and complete standards and conditions on facilities for driver training institutions;

- Have a strict control mechanism to end the issue of driving licenses for drug addicts, people with insufficient capacity, behavior and health; propose solutions to manage drivers after training. Improve the quality of vehicle registration and inspection.

At the same time, it is required to strengthen the application of information technology in training, testing, driver management and vehicle registration.

In addition, the Prime Minister assigned other tasks to the Ministry of Transport in Directive No. 10/CT-TTg in 2023.
