What is the Level of Gifts Disabled Veterans Receive on the Occasion of the 2024 Lunar New Year Giap Thin?
Based on Article 1 of Decision 1583/QD-CTN 2023, the regulations are as follows:
Gifting a number of individuals who have rendered services to the revolution on the occasion of the 2024 Lunar New Year Giap Thin. Specifically:
1. Gift amount of 600,000 VND awarded to:
a) Individuals who have rendered services to the revolution:
- Individuals participating in the revolution before January 01, 1945, currently receiving monthly preferential allowances.
- Individuals participating in the revolution from January 01, 1945, to the August Revolution in 1945, currently receiving monthly preferential allowances.
- Vietnamese Heroic Mothers currently receiving monthly preferential allowances.
- Heroes of the People’s Armed Forces, Labor Heroes during the resistance war currently receiving monthly preferential allowances.
- Disabled veterans, individuals receiving policies equivalent to disabled veterans, Category B disabled veterans, and sick soldiers with body impairment levels of 81% or higher currently receiving monthly preferential allowances.
- Individuals participating in the resistance war exposed to chemical toxins with body impairment levels of 81% or higher currently receiving monthly preferential allowances.
- Individuals who have assisted the revolution currently receiving monthly nurturing allowances.
b) Martyr relatives currently receiving monthly nurturing pensions; relatives of two or more martyrs currently receiving monthly compensation.
2. Gift amount of 300,000 VND awarded to:
a) Individuals who have rendered services to the revolution:
Disabled veterans, individuals receiving policies equivalent to disabled veterans, Category B disabled veterans, and sick soldiers with body impairment levels of 80% or lower currently receiving monthly preferential allowances. Disabled veterans currently receiving labor impairment policies.
- Individuals participating in the resistance war exposed to chemical toxins with body impairment levels of 80% or lower currently receiving monthly preferential allowances.
- Individuals participating in the revolution, resistance, defending the Fatherland, performing international duties who were imprisoned and exiled by the enemy currently receiving monthly preferential allowances.
- Individuals who have assisted the revolution currently receiving monthly preferential allowances.
b) Representatives of martyr relatives.
c) Individuals worshiping martyrs (in cases where martyrs have no relatives).
The gift amount that disabled veterans, Category B disabled veterans with body impairment levels of 81% or higher, currently receiving monthly preferential allowances, receive on the occasion of the 2024 Lunar New Year Giap Thin is 600,000 VND.
Disabled veterans, Category B disabled veterans with body impairment levels of 80% or lower currently receiving monthly preferential allowances, and disabled veterans currently receiving labor impairment policies are entitled to a gift amount of 300,000 VND on the occasion of the 2024 Lunar New Year Giap Thin.

What Are the Factors Considered for Recognizing Disabled Veterans?
Based on Clause 6, Article 34 of Decree 131/2021/ND-CP, the recognition of disabled veterans includes the following factors:
- Fully recognizing the danger and urgency of the situation.
- Proactively undertaking particularly courageous actions, accepting self-sacrifice.
- Protecting the important interests of the State, the lives and legitimate interests of the People, or to prevent and arrest individuals committing particularly serious offenses.
- Being a role model with significant honor, education, and widespread social influence, awarded Orders, and propagated for nationwide learning by the state management agency for individuals having rendered services.
What Preferential Policies Do Disabled Veterans Receive?
As per Article 24 of Ordinance on Preferential Treatment of Individuals Having Rendered Services to the Revolution 2020, the regulations are as follows:
Preferential regime for disabled veterans and individuals receiving policies equivalent to disabled veterans
1. Monthly allowances and subsidies for disabled veterans and individuals receiving policies equivalent to disabled veterans are as follows:
a) Monthly allowances based on the rate of body impairment and category of disabled veterans;
b) Care allowance for disabled veterans, individuals receiving policies equivalent to disabled veterans with body impairment levels of 81% or higher living with their families;
c) Monthly allowance for disabled veterans, individuals receiving policies equivalent to disabled veterans with body impairment levels of 81% or higher;
d) Special monthly allowance for disabled veterans, individuals receiving policies equivalent to disabled veterans with body impairment levels of 81% or higher with particularly severe wounds. Disabled veterans, individuals receiving policies equivalent to disabled veterans enjoying special monthly allowances do not receive regular monthly allowances.
2. Health insurance.
3. Health rehabilitation once every two years; in cases of body impairment levels of 81% or higher, annual health rehabilitation is provided.
4. Priority, support in education and training, and working conditions in state agencies, organizations, businesses based on the rate of body impairment.
5. Preferential regime as stated in points c, e, g, h, i, and k of clause 2, Article 5 of this Ordinance.
6. The State supports initial physical facilities, including workshops, schools, classrooms, equipment, and devices, provides preferential loans for production, business, tax exemption or reduction as per the law for production and business establishments exclusively for disabled veterans, individuals receiving policies equivalent to disabled veterans, and sick soldiers.
Disabled veterans receive the following preferential policies:
- Monthly allowances and subsidies:
+ Monthly allowances based on the rate of body impairment and category of disabled veterans;
+ Care allowance for disabled veterans with body impairment levels of 81% or higher living with their families;
+ Monthly allowance for disabled veterans with body impairment levels of 81% or higher;
+ Special monthly allowance for disabled veterans with body impairment levels of 81% or higher with particularly severe wounds. Disabled veterans enjoying special monthly allowances do not receive regular monthly allowances.
- Health insurance.
- Health rehabilitation once every two years; in cases of body impairment levels of 81% or higher, annual health rehabilitation is provided.
- Priority, support in education and training, working conditions in state agencies, organizations, businesses based on the rate of body impairment.
- Provision of assistive devices, orthotics, rehabilitation equipment, and necessary rehabilitation devices as prescribed by the Orthotics and Rehabilitation Institute under the labor sector and social affairs or provincial hospitals or higher.
- Housing improvement support based on contributions, individual circumstances, or in cases of housing difficulties;
- Exemption or reduction of land levy when granted homestead land by the State, changing the land use purpose to homestead land, recognizing the right to use homestead land, when purchasing state-owned housing;
- Priority in land, water, and sea surface allocations; priority in forest protection and development contracts;
- Preferential loans for production and business;
- Tax exemption or reduction as prescribed by law.
- The State supports initial physical facilities, including workshops, schools, classrooms, equipment, devices, provides preferential loans for production, business, and tax exemption or reduction as prescribed by law for production and business establishments exclusively for disabled veterans.
