Where to Apply for a Certificate of Single Status?
According to current regulations, the Certificate of Marital Status (Certificate of Single Status) is used for marriage at competent agencies in Vietnam, marriage at competent agencies abroad, or for other purposes.
Based on the provisions of Article 21 Decree 123/2015/ND-CP on the authority to issue the Certificate of Single Status as follows:
Authority to Issue Certificates of Marital Status
1. The People's Committee of the commune, where Vietnamese citizens are permanently residing, issues the Certificate of Marital Status.
In cases where Vietnamese citizens do not have a place of permanent residence but have registered temporary residence according to the provisions of law on residence, the People's Committee of the commune where they have registered temporary residence issues the Certificate of Marital Status.
2. The provisions of Clause 1 of this Article also apply to issue the Certificate of Marital Status for foreign citizens and stateless persons residing in Vietnam, upon request.
Thus, according to the aforementioned regulations, citizens can apply for a Certificate of Single Status at the Commune People's Committee of their permanent residence or their temporary residence (if they do not have a permanent residence but have registered temporary residence).
In cases where foreign citizens and stateless persons residing in Vietnam request a Certificate of Single Status, the procedure is also carried out as mentioned above.

Latest Procedure to Apply for a Certificate of Single Status in 2024?
Based on the provisions of Article 22 Decree 123/2015/ND-CP, the procedure to apply for a Certificate of Single Status directly at the Commune People's Committee is carried out as follows:
Step 1:
The applicant for the Certificate of Marital Status submits a declaration form according to the prescribed template.
Step 2:
Submit the accompanying documents:
- In cases where the applicant for the Certificate of Marital Status has had a spouse but is now divorced or the spouse has died, valid documentation must be presented or submitted as proof;
- In cases where Vietnamese citizens have divorced, annulled marriage abroad, and then returned to Vietnam for permanent residence or to carry out a new marriage registration with a competent agency in Vietnam, a certified copy of the relevant civil status extract must be submitted.
- The previous Certificate of Single Status if the individual requests a reissuance of the Certificate of Single Status for another purpose or because the Certificate of Single Status has expired.
In cases where the applicant for the reissuance of the Certificate of Single Status for marriage purposes and cannot submit the previously issued Certificate of Single Status, the applicant must state the reason for not submitting the previous Certificate of Single Status.
- In cases where the applicant for the Certificate of Marital Status has had a permanent residence in multiple places, the applicant is responsible for proving their marital status.
If the applicant cannot prove this, the civil status-official reports to the Chairman of the Commune People's Committee, which sends a written request to the Commune People's Committee where the applicant previously had a permanent residence, to verify their marital status.
Step 3: Review the dossier
Within 03 working days from the date of receipt of a complete and valid dossier, the civil status-officer will review and verify the marital status of the applicant.
If the applicant meets the conditions and the issuance of the Certificate of Single Status is in accordance with the law, the civil status-officer will submit it to the Chairman of the People's Committee to issue 01 Certificate of Single Status to the applicant.
Within 03 working days from the date of receipt of the written request, the requested Commune People's Committee will conduct verification and respond in writing to the requesting Commune People's Committee about the marital status of the applicant during their time of residence in the locality.
Step 4: Issuing the Certificate
On the day the written response is received, if adequate grounds exist, the Commune People's Committee will issue the Certificate of Single Status to the applicant.
How Long is the Certificate of Single Status Valid?
Based on the provisions of Article 23 Decree 123/2015/ND-CP as follows:
Validity of the Certificate of Marital Status
1. The Certificate of Marital Status is valid for 6 months from the date of issuance.
2. The Certificate of Marital Status is used for marriage at competent agencies in Vietnam, marriage at competent agencies abroad, or for other purposes.
3. The Certificate of Marital Status is not valid for purposes other than those stated in the Certificate.
Additionally, Clause 2 of Article 12 Circular 04/2020/TT-BTP states:
Issuance of the Certificate of Marital Status
The issuance of the Certificate of Marital Status is carried out according to the provisions of Articles 21, 22, and 23 of Decree No. 123/2015/ND-CP and the following instructions:
...
2. The Certificate of Marital Status is valid until the change in marital status or 06 months from the date of issuance, whichever comes first.
Thus, according to the aforementioned regulations, the Certificate of Single Status is valid until the change in marital status or 06 months from the date of issuance, whichever comes first.
