Under what circumstances can the Sports Weapon Use Permit be reissued?
Pursuant to Decision 3191/QD-BCA of 2022 announcing newly issued administrative procedures, amended and supplemented administrative procedures under the jurisdiction of the Ministry of Public Security dated May 10, 2022, effective from May 21, 2022.
According to the provisions of subsection 3 Section D Part II of the Administrative Procedures issued with Decision 3191/QD-BCA of 2022, the reissuance of the Sports Weapon Use Permit is conducted when the Permit has expired.
The reissuance procedure is only carried out for certain subjects as specified in clause 1 Article 24 of the Law on Management and Use of Weapons, Explosives, and Support Tools 2017. Specifically, as follows:
Subjects equipped with sports weapons
1. Subjects equipped with sports weapons include:
a) The police force;
b) Clubs, training and sports institutions with operating licenses;
c) National defense and security education centers;
d) Other agencies and organizations established, licensed to operate in training and sports competitions.
Thus, in the event that the Sports Weapon Use Permit expires, the following subjects are entitled to perform the reissuance procedures:

What is the procedure for reissuing the Sports Weapon Use Permit?
Currently, the procedure for reissuing the Sports Weapon Use Permit is stipulated by the Department of Administrative Management of Social Order - Ministry of Public Security.
Specifically: based on subsection 3 Section D Part II of the Administrative Procedures issued with Decision 3191/QD-BCA of 2022 with the following content:

If the dossier meets the conditions and procedures, the dossier is received, a receipt is issued, or a notice is made on the online public service portal for the person assigned by the agency, organization, or enterprise to submit the dossier.
In case the dossier meets the conditions but lacks procedures or is not fully or accurately declared, guidance is provided in writing or a notice on the online public service portal, clearly stating the procedures, contents to be supplemented, and declared.
In case the dossier does not meet the conditions, it is not accepted and a reply in writing or a notice on the online public service portal clearly stating the reason for not accepting the dossier is provided. || Step 3 | Based on the appointment date on the receipt or notice on the online public service portal, the agency, organization, or enterprise receiving the reissued Sports Weapon Use Permit goes to receive the Permit or receives it via postal service. |
Whereby:
- Time limit for settlement: 10 working days from the date of receipt of the complete dossier.- Result of implementation: Sports Weapon Use Permit valid for 05 years.- Fee: 10,000 VND per permit.- Method of submitting the dossier:+ Direct submission at the headquarters of the Department of Administrative Management of Social Order - Ministry of Public Security;+ Submission via postal service;+ Online submission via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
