What are the standards for continuing education teachers in Vietnam?
Pursuant to Article 20 of the Regulations promulgated under Circular 10/2021/TT-BGDDT stipulating standards for teachers of continuing education centers as follows:
- Teachers teaching lower secondary continuing education programs and upper secondary continuing education programs must meet the same standard of training and professional title standards as prescribed as general teachers corresponding to each level of education.
- Teachers participating in teaching educational and training programs to obtain certificates of the national education system must meet the conditions for professional qualifications as prescribed.
- Teachers participating in teaching other educational programs of the Center must meet the professional and professional conditions prescribed by the Center's director.

What are the regulations on the duties of continuing education center teachers in Vietnam?
Pursuant to Clause 1, Article 19 of the Regulation promulgated together with Circular 10/2021/TT-BGDDT, teachers of continuing education centers are defined as those who teach and educate at the Center, participating in teaching the following educational and training programs:
- Literacy program.
- Lower secondary continuing education program in Vietnam for granting lower secondary school diplomas, upper secondary continuing education program in Vietnam to grant upper secondary school diplomas to beneficiaries of social policies, persons with disabilities, disabilities, persons of high school age;
- Educational programs to meet the requirements of learners, update knowledge, skills, and transfer technology in the following fields:
- Education, law, culture, society, sports, art, environment, health, economy and finance; skills education programs; technology transfer programs in labor and production contribute to improving labor productivity.
- Training and retraining programs to improve professional qualifications and professional capacity include:
+ Fostering foreign languages, informatics, cultural knowledge;
+ Fostering ethnic minority languages for cadres and civil servants working in ethnic minority and mountainous areas;
+ Regular training of teachers; fostering teachers of lower and upper secondary schools in general technical education and vocational guidance;
+ Teacher training programs to meet the requirements of improving professional qualifications;
+ Other training programs to improve professional qualifications and professional capacity for cadres, civil servants and public employees according to local plans and lifelong learning needs of people.
Will continuing education center teachers sent to undergo training programs in Vietnam?
Pursuant to Article 2 of Circular 06/2017/TT-BLDTBXH (amended and supplemented by Clause 2 Article 1 of Circular 28/2022/TT-BLDTBXH) stipulates as follows:
Article 2. Duties and entitlements of teachers sent to undergo training programs
1. Teachers sent to undergo standardized or advanced training programs (hereinafter referred to as training courses) shall complete the programs and study plan during the given training period; comply with regulations of law, internal regulations of training institutions; store and protect property of the training institutions.
2. Vocational education teachers in public vocational training institutions and vocational education – continuing education centers who are sent to undergo training programs shall be paid full salaries and other benefits as prescribed by law.
3. Teachers in private vocational education institutions and foreign-invested vocational education institutions that undergo training courses shall be eligible for rights and interests as prescribed by law.
4. A teacher shall, upon his/her participation in a training course, make a commitment of his/her service time in the managing entity after completion of the training course as prescribed by law.
5. A teacher sent to undergo training courses or probation at an enterprise or a specialized agency shall store and send a report of draft and outcomes of training or probation.
Accordingly, vocational educators in public vocational education institutions, vocational education and continuing education centers are sent for retraining to be entitled to full salary and other regimes as prescribed by law.
Where does the funding for the training in Vietnam come from?
Pursuant to Article 3 of Circular 06/2017/TT-BLDTBXH (amended by Clause 3 Article 1 of Circular 28/2022/TT-BLDTBXH) stipulating funding sources for fostering activities as follows:
As follows:
- With regard to public service providers, funding for training activities shall be covered by the following sources:
+ State budget according to regulations of the law on financial autonomy of public service providers;
+ Revenues from tuition fees and revenues earned from administrative operations;
+ Other sources of revenues as prescribed by law.
- With regard to private and foreign-invested vocational training institutions, funding for training shall be covered by their financial sources.
Circular 28/2022/TT-BLDTBXH will come into force from March 01, 2023.
