How are Secondary School Teachers of Rank 1 Appointed if They Do Not Meet the New Standards?

According to Article 7 of Circular 03/2021/TT-BGDDT, the provisions are as follows:

Cases of Appointment to Professional Titles of Secondary School Teachers

1. Civil servants who have been appointed to professional titles of secondary school teachers according to the provisions of Joint Circular No. 22/2015/TTLT-BGDDT-BNV, if they meet the standards of the professional titles according to the provisions of this Circular, shall be appointed to the following professional titles of secondary school teachers:

a) Secondary School Teacher Rank III (code V.07.04.12) shall be appointed to the professional title of Secondary School Teacher Rank III (code V.07.04.32);

b) Secondary School Teacher Rank II (code V.07.04.11) shall be appointed to the professional title of Secondary School Teacher Rank II (code V.07.04.31);

c) Secondary School Teacher Rank I (code V.07.04.10) shall be appointed to the professional title of Secondary School Teacher Rank I (code V.07.04.30).

2. Secondary School Teachers Rank II (code V.07.04.11) who do not meet the standards of the corresponding rank as prescribed in Article 4 of this Circular shall be appointed to the professional title of Secondary School Teacher Rank III (code V.07.04.32); Secondary School Teachers Rank I (code V.07.04.10) who do not meet the standards of the corresponding rank as prescribed in Article 5 of this Circular shall be appointed to the professional title of Secondary School Teacher Rank II (code V.07.04.31).

3. Newly recruited secondary school teachers, after completing the probationary period as prescribed and being evaluated as meeting the requirements by the head of the public service provider, shall be appointed to the exact rank of the professional title of the secondary school teacher that they were recruited for.

Secondary School Teachers Rank I (code V.07.04.10) shall be appointed to the professional title of Secondary School Teacher Rank I (code V.07.04.30) only if they meet the standards of the professional title as prescribed in Article 5 of Circular 03/2021/TT-BGDDT.

In case Secondary School Teachers Rank I (code V.07.04.10) do not meet the standards of the corresponding rank as prescribed in Article 5 of Circular 03/2021/TT-BGDDT, they shall be appointed to the professional title of Secondary School Teacher Rank II (code V.07.04.31).

What Are the Principles for Appointment to Professional Titles for Secondary School Teachers?

According to Article 6 of Circular 03/2021/TT-BGDDT, the principles for appointment to professional titles for secondary school teachers are stipulated as follows:

- The appointment to professional titles for secondary school teachers stipulated in this Circular must be based on the job positions being held and must meet the standards of professional ranks stipulated in Articles 3, 4, and 5 and the provisions of Article 7 of Circular 03/2021/TT-BGDDT.

- When appointing teachers from the professional titles of secondary school teachers as specified in Circular 03/2021/TT-BGDDT to the professional titles of secondary school teachers stipulated in this Circular, it shall not be combined with the promotion to higher professional ranks.

- The appointment to a higher professional title shall not be based on the training level of newly recruited secondary school teachers who have passed the recruitment examinations.

What Are the Professional and Specialized Capacity Standards for Secondary School Teachers of Rank 1?

According to the provisions in Clause 4, Article 5 of Circular 03/2021/TT-BGDDT, the standards for professional and specialized capacities for Secondary School Teachers Rank I are stipulated as follows:

- Proactively and actively implement, advocate, and guide colleagues to implement the policies, guidelines, laws of the Communist Party, the State, and the requirements of the education sector and localities relevant to secondary education tasks;

- Ability to implement and guide, support colleagues in developing teaching and education plans suitable to the actual conditions of the school and locality; guide and support colleagues in building multidisciplinary lesson plans;

- Ability to implement and guide, support colleagues in applying teaching and educational methods and technologies oriented towards developing the qualities and capacities of students suitable to the actual conditions of the school and locality;

- Apply and guide, support colleagues in utilizing forms, methods of assessment, evaluating learning outcomes, training, and the progress of students oriented towards developing the qualities and capacities of students;

- Apply and guide, support colleagues in effectively implementing psychological counseling, career orientation measures for students, and how to integrate these in teaching and education activities;

- Ability to propose to the school measures to strengthen close coordination between the school and related organizations and individuals in carrying out teaching and educational activities for students;

- Ability to guide, support colleagues, share experiences in developing professional capacity and expertise;

- Ability to apply information technology in performing tasks of Secondary School Teachers Rank 1 and capable of using foreign languages or ethnic minority languages in some specific assigned tasks;

- Recognized as a competitive soldier at the ministerial/departmental/provincial level or higher; or awarded a certificate of merit from the provincial level or higher; or recognized as achieving one of the following titles: Excellent Teacher, Excellent Class Head Teacher, Excellent Pioneer Youth Team Leader from the district level or higher;

- Civil servants who participate in or are considered for promotion to the professional title of Secondary School Teacher Rank 1 (code V.07.04.30) must have held the professional title of Secondary School Teacher Rank 2 (code V.07.04.31) or equivalent for at least 06 (six) years, counted until the deadline for submitting the application for the examination or consideration for promotion.
