In response to a question from delegate Nguyen Thi Tuyet Nga - Quang Binh Province National Assembly Delegation, Minister of Home Affairs Pham Thi Thanh Tra stated that in the upcoming implementation of salary reform policies, the Communist Party's viewpoint on teacher salaries being prioritized at the highest salary grade in the administrative career system is very consistent. Currently, the total income of teachers includes salaries and wages according to professional titles, various types of salary allowances, but due to the specific nature, it remains low.
In the future, when implementing salary policies, the Ministry of Home Affairs will base on Resolution 27, especially adhering to the spirit of Resolution 29 of the Central Executive Committee, prioritizing teacher salaries according to the highest salary scale in the administrative career system, and this is consistent.
Additionally, the Ministry of Home Affairs will cooperate with the Ministry of Education and Training to review salary regulations, especially the new salaries and proposed the highest professional preferential allowances for teachers to submit to the competent authorities for consideration and decision.

When Will There Be a Salary Scale for Teachers According to Resolution 27?
The salary structure for teachers according to Resolution 27-NQ/TW 2018 is stipulated as follows:
- Basic salary
- Allowances (if any)
- Bonuses (if any).
A professional and career salary scale will be developed according to the rank of officials and public employee titles applicable to officials and public employees without leadership titles; each rank of official and public employee title has multiple salary grades based on the principle:
+ The same level of job complexity will have the same salary;
+ Higher than normal labor conditions and professional preferences will be implemented through professional allowance policies;
+ Rearrange the group of ranks and the number of grades in the official ranks, and public employee titles, encouraging officials and public employees to improve their professional skills.
+ The appointment to the rank of official or public employee title must be linked to the job position and structure of the official rank, and public employee title managed by the agencies, organizations, and units.
The salary reform is expected to be implemented from July 01, 2024. However, it is still in the construction phase and there is no draft or official document announcing the new salary scale for teachers when implementing the salary reform.
Which Allowances Will Be Abolished for Teachers According to Resolution 27?
In clause 3.1, subsection 3, Section 2 of Resolution 27-NQ/TW 2018 it is stipulated the abolition of the professional seniority allowance as follows:

Do not link officials' and public employees' salaries with the construction, amendment, and supplementation of policy and regulation documents that are non-salary in nature. Research regulations on contracting extra-salary policies (cars, phones...). Only issue new policies when resources have been allocated and balanced for implementation.
Thus, following the implementation of the salary reform policy, the projected allowances for teachers to be abolished include:
- Professional seniority allowance.
- Leadership position allowance.
- Extra-salary expenditures of officials and public employees originating from the state budget such as:
+ Meeting allowances.
+ Allowances for drafting legal documents, projects.
+ Seminars.
