50% Reduction in Fee for Issuing Motor Vehicle Registration Certificates Until the End of 2023 According to Circular No. 44/2023/TT-BTC - Is it Correct?
Reduction of 50% in fees for issuing automotive inspection certificates from July 1, 2023, according to Circular 44/2023/TT-BTC?
The Ministry of Finance has just issued Circular 44/2023/TT-BTC stipulating the rates for various fees and charges to support citizens and businesses.
Accordingly, Article 1 of Circular 44/2023/TT-BTC stipulates the fee for issuing certificates of technical safety inspection and environmental protection for motor vehicles and specialized motorcycles as follows:
The fee for issuing certificates of technical safety inspection and environmental protection for motor vehicles and specialized motorcycles is 50% of the fee specified in clause 3, Article 1 of Circular 36/2022/TT-BTC, which amends and supplements clauses of Circular 199/2016/TT-BTC.
Referenced according to clause 3, Article 1 of Circular 36/2022/TT-BTC, the regulations are as follows:

3. Amend and supplement point 4 of the Schedule of fee rates attached to Circular 199/2016/TT-BTC as follows:
The fee for issuing certificates of technical safety inspection and environmental protection for motor vehicles and specialized motorcycles will be reduced by 50%. Specifically, as follows:

Simultaneously, Article 1 of Circular 44/2023/TT-BTC also clearly states that the fee for issuing certificates of technical safety inspection and environmental protection for motor vehicles and specialized motorcycles will be applied from July 1, 2023, until December 31, 2023.

When do the technical safety inspection certificate and inspection stamp for motor vehicles become invalid?
Based on the regulations in clause 7, Article 9 of Circular 16/2021/TT-BGTVT, which stipulates the cases in which the technical safety inspection certificate and inspection stamp become invalid:
- Motor vehicles have been issued a new technical safety inspection certificate and inspection stamp;- Loss declaration by the vehicle owner with the inspection unit;- Notice of recall from the inspection units;- Motor vehicles involved in accidents that do not meet the technical safety and environmental protection standards;- Confirmation from the inspection unit about the inconsistency between the technical specifications in the inspection certificate and the actual specifications of the motor vehicle.
What are the general principles for determining the inspection cycle for motor vehicles?
Based on the regulations in Section 1 of Appendix V attached to Circular 08/2023/TT-BGTVT, the regulations are as follows:
Principles for determining the inspection cycle of motor vehicles
a) General principles
The initial cycle specified in section 2 of this Appendix applies to the following subjects: Motor vehicles eligible for the initial exemption from inspection defined in clause 3, Article 5 of this Circular; motor vehicles never used before requiring initial inspection (with the year of manufacture until the year of dossier submission for the first issuance of the inspection certificate under 3 years (year of manufacture plus 2 years)). The period from the year of manufacture until the year of dossier submission for the inspection certificate is determined according to the guidance specified in point e, section 1 of this Appendix.
The regular cycle specified in section 2 of this Appendix applies to the following subjects: Motor vehicles undergoing their initial inspection not eligible for the initial cycle mentioned above; motor vehicles undergoing subsequent inspections.
The inspection cycle of motor vehicles is determined according to the general principles stipulated above.
