What is the online passport issuance fee from January 1, 2024?

Based on Article 5 of Circular 63/2023/TT-BTC supplementing Clause 3, Article 4 of Circular 25/2021/TT-BTC which stipulates the fee collection rates as follows:

3. In the case where Vietnamese citizens submit an application for passport issuance online:

a) From January 1, 2024, to December 31, 2025, apply a fee rate of 90% (ninety percent) of the fee rate specified in point 1, Section I of the Fee and Charge Schedule attached to this Circular.

b) From January 1, 2026, onwards, apply the fee rate specified in point 1, Section I of the Fee and Charge Schedule attached to this Circular.

Based on the aforementioned regulations on the fee collection rate for online passport application submission:

- The fee rate for online passport application submission applicable from January 1, 2024, to December 31, 2025, is as follows:

Who is eligible for an ordinary passport?

According to the provisions of Article 14 of the Law on Exit and Entry of Vietnamese Citizens 2019, it is stipulated as follows:

Eligibility for Ordinary Passport

Vietnamese citizens are eligible for consideration for an ordinary passport, except in cases specified in Article 21 of this Law.

Referring to Article 21 of the Law on Exit and Entry of Vietnamese Citizens 2019, it is stipulated as follows:

Cases Not Eligible for Exit and Entry Documents

1. Persons who have not complied with administrative violation penalties for violations specified in Clauses 1, 2, 3, 4, 5, 6 or 7 of Article 4 of this Law.

2. Persons subject to exit suspension, except as specified in Clause 12, Article 37, of this Law.

3. Cases for defense and security reasons as decided by the Minister of National Defense, the Minister of Public Security.

Accordingly, the subjects eligible for an ordinary passport include the following cases:

- Persons who have not complied with administrative violation penalties for the following violations:

+ Deliberately providing false information to be issued, renewed, restored, or reporting loss of exit and entry documents.

+ Forging, using fake exit and entry documents to exit, enter, or travel, reside abroad.

+ Gifting, giving, buying, selling, borrowing, lending, renting, leasing, pawning, or accepting pawn of exit and entry documents; destroying, erasing, modifying exit and entry documents.

+ Using exit and entry documents illegally, adversely affecting the reputation or causing damage to the interests of the State.

+ Abusing exit, entry to infringe on national security, social order, safety of Vietnam, or the legitimate rights and interests of organizations, individuals.

+ Illegal exit, entry; organizing, brokering, assisting, harboring, concealing, facilitating illegal exit and entry; crossing the national border without following prescribed procedures.

+ Obstructing or resisting officers performing their duties in issuing exit and entry documents or controlling exit and entry.

- Persons subject to exit suspension, except in special cases where the Minister of Public Security agrees with the exit suspension decision-maker to allow the suspended person to exit.

- Cases for defense and security reasons as decided by the Minister of National Defense, the Minister of Public Security.

In which cases are passport issuance fees waived?

According to the provisions of Clause 2, Article 5 of Circular 25/2021/TT-BTC, it is stipulated as follows:

Cases of Fee and Charge Exemption

1. Cases of fee exemption

a) Guests (including spouses, children) invited by the Communist Party, State, Government of Vietnam, the National Assembly, or leaders of the Communist Party, State, Government of Vietnam, the National Assembly personally.

b) Officials, employees of foreign diplomatic missions, consular posts in Vietnam, and representative offices of international organizations in Vietnam and their family members (spouses and children under 18), regardless of passport type, who are not Vietnamese citizens and do not reside in Vietnam, are exempted on a reciprocal basis.

c) Cases of exemption according to international treaties to which Vietnam is a signatory or participant, or on a reciprocal basis.

d) Cases of exemption according to international treaties to which Vietnam is a signatory or participant, or on a reciprocal basis.

e) Foreigners entering Vietnam to perform rescue or humanitarian assistance work for Vietnamese organizations, individuals.

f) Exemption for the issuance of visas, temporary residence for foreigners in Vietnam who violate the law and are processed but have no financial ability, and the representative agency of their country does not cover the costs, or there is no representative agency in Vietnam.

Determination of foreigners in Vietnam violating the law in cases exempt from fees is reviewed and decided by the fee and charge collecting organization on a case-by-case basis and is responsible under the law.

2. Exemption of passport issuance fees for: Vietnamese abroad with written expulsion decisions by competent authorities of the host country but do not have passports; Vietnamese abroad required to return home under international treaties or agreements on citizen repatriation but do not have passports and humanitarian cases.

Thus, based on the aforementioned regulations, cases exempt from passport issuance fees include:

- Vietnamese abroad with written expulsion decisions from competent authorities of the host country but do not have passports;

- Vietnamese abroad required to return home under international treaties or agreements on citizen repatriation but do not have passports and humanitarian cases.

Circular 63/2023/TT-BTC comes into effect from December 1, 2023.
