What are the principles of betting business in Vietnam?
Pursuant to Article 3 of Decree 06/2017/ND-CP stipulating the principles of betting business in Vietnam as follows:
- Betting business is a conditional business which is not encouraged and subject to the strict control by competent authorities to assure that such business is fully compliant with Decree 06/2017/ND-CP and relevant law provisions.
- Only enterprises having the Certificate of eligibility for betting operation issued according to this Decree and enterprises specified in clause 1 Article 79 of Decree 06/2017/ND-CP shall be allowed to run a betting business.
- The running of a betting business must ensure the transparency, objectiveness and honesty, ensuring the lawful rights and interests of relevant parties.
- Bet tickets and prizes shall be bought and paid out in Vietnam dong.

Pursuant to Clause 2, Article 8 of Decree 137/2021/ND-CP on violations regarding application for issuance of Certificate of eligibility for betting operation as follows:

2. A fine ranging from 80.000.000 VND to 100.000.000 VND is imposed on producing, verifying fabricated documents or containing incorrect information or concealing the truth in application for issuance, re-issuance, revision, extension of Certificate of eligibility for betting operation. Fine imposed on using falsified criminal records in applications for issuance, extension of Certificate of eligibility for betting operation shall conform to Point r Clause 2 Article 81 of Decree No. 82/2020/ND-CP and guiding documents (if any).
According to the above regulations, acts of forging the application for the Certificate of eligibility for betting operation will be subject to a fine of from VND 80,000,000 to VND 100,000,000.
Pursuant to Clause 2, Article 5 of Decree 137/2021/ND-CP, fine, entitlement to impose fine, and entitlement to confiscate exhibits of administrative violations of each title in regard to violations hereunder apply to organization offenders.
Fine, entitlement to impose fine of each title in regard to individual offender shall equal half of those in regard to organization offender for the same administrative violations hereunder.

At the same time, based on Clause 4, Article 8 of Decree 137/2021/ND-CP, mandated submission of illegal revenues generated by the administrative violations under Clause 1 and Clause 2 of this Article.
