From September 15, 2023, What are the cases where Vietnamese traffic police officers are authorized to stop vehicles?
Pursuant to the provisions of Article 16 of Circular 32/2023/TT-BCA, vehicle stops for control, the following regulations apply:
Vehicle Stops for Control
1. Traffic police officers carry out patrol and control tasks according to the approved plan of vehicle stops for control in the following cases:
a) Directly detecting or through vehicles, technical equipment of the profession, detecting and collecting evidence of violations of road traffic laws and other violations of the law.
b) Enforcing orders and plans for overall control of traffic vehicles to ensure order, road traffic safety, and social order; implementing patrol, control, and violation handling plans in order to ensure order, road traffic safety, and social order as authorized by the competent authority.
c) Having written requests from the Chief or Deputy Chief of the investigating agency; requests from relevant functional agencies to stop traffic vehicles for control to serve the following tasks:Ensuring security and order; Fighting against crimes; Preventing and responding to natural disasters, fires, and explosions; Preventing and controlling epidemics; Rescue and relief operations, and other violations of the law. The request must specify the time, route, vehicles to be stopped for control and handling, and the participating forces.
d) Receiving reports, feedback, recommendations, and denunciations from organizations and individuals regarding violations of the law by individuals and vehicles participating in road traffic.
Therefore, starting from September 15, 2023, traffic police officers will conduct patrol and control tasks according to the approved plan of vehicle stops for control in the following cases:
- Directly detecting or through vehicles, technical equipment of the profession, detecting and collecting evidence of violations of road traffic laws and other violations of the law.
- Enforcing orders and plans for overall control of traffic vehicles to ensure order, road traffic safety, and social order; implementing patrol, control, and violation handling plans in order to ensure order, road traffic safety, and social order as authorized by the competent authority.
- Having written requests from the Chief or Deputy Chief of the investigating agency; requests from relevant functional agencies to stop traffic vehicles for control to serve the following tasks:

Pursuant to the provisions of Clause 2 of Article 17 of Circular 32/2023/TT-BCA regarding the order to stop traffic vehicles, the following regulations apply:
Order to Stop Traffic Vehicles

2. The order to stop traffic vehicles when conducting control at a point on the traffic route, at the Traffic Police Station:
a) Traffic police officers select a suitable position, stand upright, facing the traffic vehicle to be controlled, issue the order to stop the traffic vehicle at a safe distance; the right hand holds the traffic control baton up and points it towards the traffic vehicle to be controlled, while blowing the whistle decisively, guiding the driver of the traffic vehicle to be controlled to stop at a suitable and safe position for control.
b) The driver of the traffic vehicle, upon receiving the signal, must reduce speed and stop the traffic vehicle at the instructed position by the traffic police.
Therefore, the order to stop traffic vehicles when conducting control at a point on the traffic route is regulated as follows:
- Traffic police officers select a suitable position, stand upright, facing the traffic vehicle to be controlled, issue the order to stop the traffic vehicle at a safe distance.
