From November 15, 2023, what is the salary for a senior statistician specializing in statistics in Vietnam?
Pursuant to the provisions of Article 11 of Circular 08/2023/TT-BKHĐT, the following regulations apply:
Salary Classification for Official Ranks in the Statistics Specialty
1. Official ranks in the statistics specialty specified in this Circular apply Table 2 (Professional and technical salary table for officials in state agencies) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces, and amended and supplemented by Decree No. 17/2013/ND-CP dated February 19, 2013, of the Government of Vietnam as follows:
a) Senior Statistician (code 23.261) applying the salary table for official type A3, group 1 (A3.1), with a salary coefficient from 6.20 to 8.00;
b) Senior Statistician (code 23.262) applying the salary table for official type A2, group 1 (A2.1), with a salary coefficient from 4.40 to 6.78;
c) Statistician (code 23.263) applying the salary table for official type A1, with a salary coefficient from 2.34 to 4.98;
d) Junior Statistician (code 23.264) applying the salary table for official type A0, with a salary coefficient from 2.10 to 4.89;
dd) Statistics Employee (code 23.265) applying the salary table for official type B, with a salary coefficient from 1.86 to 4.06.

Pursuant to Decree 204/2004/ND-CP, the formula for calculating the salary of a senior statistician specializing in statistics is as follows:
Salary = Coefficient x Statutory pay rate
Here:
- Salary coefficient: Senior Statistician (code 23.262) applying the salary table for official type A2, group 1 (A2.1), from a salary coefficient of 4.40 to 6.78;
- Pursuant to Clause 2, Article 3 of Decree 24/2023/ND-CP stipulating that the current statutory pay rate is VND 1,800,000/month.

What are the duties of a senior statistician specializing in statistics in Vietnam?
Pursuant to the provisions of Clause 2, Article 6 of Circular 08/2023/TT-BKHĐT, a senior statistician specializing in statistics has the following duties:
- Preside over or participate in researching, drafting legal normative documents, regulations, and operational guidelines for the statistics profession within the assigned sector or field.
- Organize the development of statistical investigation methodologies, statistical reporting policies, and other related tasks within the scope of responsibility.
- Preside over one or several phases in the processes of collecting, compiling, analyzing, disseminating, and storing statistical information within the assigned specialty or field.
- Organize or directly compile periodic statistical reports; analytical reports on socio-economic statistics over several years, statistical yearbooks, and other statistical products within the scope and field of responsibility.
- Organize guidance, supervision, inspection, and urging organizations and individuals to provide socio-economic statistical information according to the Statistics Law and other legal documents.
- Preside over or participate in the development of projects and scientific research proposals in the field of statistics and other areas related to statistics.
What are the professional capacity standards for a senior statistician specializing in statistics in Vietnam?
Pursuant to Clause 3, Article 6 of Circular 08/2023/TT-BKHDT, a senior statistician specializing in statistics must meet the following professional capacity standards:
- Deeply understand the guidelines and policies of the Communist Party, the laws of the State on statistics, and the specialized knowledge and skills of the statistics profession.
- Able to participate in drafting legal normative documents, projects, programs, action plans, and guiding the implementation of policies, regulations on state management of statistics in the locality of operation.
- Understand the situation and development trends of the sector, field in the country and globally; capable of organizing research and applying advanced statistical methods to serve management and information processing.
- Capable of working independently or in a team; proficient in drafting documents and presenting assigned research and advisory issues.
- Effective in organizing and implementing professional statistical activities. Efficiently coordinate with relevant agencies during task execution.
- Capable of organizing and guiding the inspection of statistical professional activities within the assigned scope.
- Able to aggregate and generalize activities related to the specialized profession of Statistics to propose solutions to enhance statistical work effectiveness.
- Capable of providing professional guidance, disseminating experiences, and participating in scientific research in the field of statistics.
- Proficient in basic information technology and a foreign language or able to use a minority language for officials working in minority areas as required by the job position.
Circular 08/2023/TT-BKHDT will take effect from November 15, 2023.
