Pursuant to Article 13 of Circular 05/2021/TT-BLDTBXH, applying information technology in college and intermediate enrollment is regulated as follows:

Article 13. Use of information technology in admission process

Information technology may be applied to the following activities:

1. Process online application data on the admission information page or the “Chọn nghề” (“Choose a career”) application of Directorate of Vocational Education, Ministry of Labor, War Invalids and Social Affairs.

2. Input data from applications and data on qualification results (if any).

3. Organize and manage non-exam admission and admission by examination via computer software.

4. Print offers of admission for successful applicants, which must specify the applicant’s exam results.

5. Update application information and announce lists of accepted applicants on school websites and via mass media.

According to the provisions of Article 6 of Circular 04/2022/TT-BLDTBXH, colleges and intermediate schools are required to digitize papers when coming enrollment, specifically as follows:

"Article 6. Admission registration

1. When registering for admission, learners must submit documents as prescribed in Clause 3, Article 11 of Circular No. 05/2021/TT-BLDTBXH dated July 7, 2021 of the Minister of Labor, War Invalids and Social Affairs. The association stipulates enrollment regulations and determines enrollment quotas for intermediate and college . Documents when enrolling must be managed by the school's unit or digitized for management by training management software, if any.

2. Learners are organized into classes according to specific training programs and professions, suitable to each form of training organization decided by the principal.

3. Learners are granted student cards to facilitate management and monitoring during the training process. Schools are encouraged to use electronic student and student cards to both perform training management (exams, look up learning results; study online; use at electronic libraries, computer rooms). , laboratories), both as a means of conducting financial transactions (paying tuition fees, receiving funds, e-commerce transactions...) as well as other social transactions when accepted. 4. 3. Every successful applicant shall submit a dossier containing the following documents:
a) Certified true copy of diploma or certificate of completion of general education program or certificate of adequate upper secondary cultural knowledge or results of upper secondary education knowledge examination;
b) Temporary high school graduation certificate if the applicant successfully applies in the year where they graduate. They must submit a certified true copy of the high school diploma when the diploma is available;
c) Certified true copy of documentary proof of entitlement to priority according to regulations;
d) Letter summoning the applicant for enrollment.

How is the management of training records and books for college and intermediate programs of Vietnam regulated?

Managing the training records and books is specified in Article 19 of Circular 04/2022/TT-BLDTBXH, specifically as follows:

Article 19. Management of training records and books

1. The principal is responsible for making and managing training records according to the provisions of Circular 23/2018/TT-BLDTBXH dated December 6, 2018 of the Minister of Labor, War Invalids and Social Affairs providing regulations on training records and books in training at intermediate and college levels; preserve, archive and use training records and books in accordance with law and this Circular. In case the school is dissolved, the dossier must be handed over to the competent management agency.

2. Permanent record keeping

a) Document approving and promulgating the training program; documents promulgating textbooks or teaching materials; regulations on organization and management of training;

b) The written approval of the list of admitted students and the list of classes;

c) Transcripts summarizing study results of learners by semester, school year or course;

d) Dossiers for recognition of graduation results for annual training courses include: Decision on establishment of graduation examination council; the list of students taking the exam and their results, a printed copy of the test results for the online exam or the exam using specialized software on a computer, the test submission form with the student's signature. Dossier for recognition of graduation results for training by accumulating modules or credits includes: Decision on setting up a graduation review council, minutes of graduation review meeting, transcript summarizing the entire course;

dd) The decision on recognition of graduation and the book of granting diplomas to learners;

e) Training plan for the course and academic year;

g) Dossiers of commendation and discipline of learners;

h) Dossiers of domestic and foreign training association.

3. Records are kept for at least 10 years from the date of graduation recognition for learners

a) Dossier for organization of the final exam of the subject or module, including: Exam plan and exam schedule; the list of candidates and the results of each exam subject; the test submission form signed by the student and the examiner; audio and video recordings of the exam, for the online exam;

b) Student's transcripts include: Regular and periodical test scores; exam scores at the end of the course or module; a printed copy of the test results, in the form of an exam, tested online or by special software on a computer with the signatures of teachers, teaching instructors and professional managers.

4. Records are kept for at least 5 years from the date of graduation recognition for learners

a) Dossier for review of final exams, modules, and graduation exams;

b) Class registration book of each class.

5. Records are kept for at least 01 year from the date of graduation recognition for learners

a) Used exam papers, exams, graduation exam scorecards in training according to the annual system.

b) Timetable and assignment of teachers and lecturers.

Circular 04/2022/TT-BLDTBXH officially takes effect from May 15, 2022.
